Three Cheers for the Palestinian Parliament

for forcing the PM to throw out the legion of corrupt old Arafat cronies and replacing them with technocrats. In a world overrun with corruption and cronism, its a great example. Its also a good example of an actual balance of power, indicating that power has become somewaht dispursed.

DS.Virtually all the new ministers are experts in the field they are to oversee, including 10 with doctorates, a medical doctor, a lawyer, several engineers and several with master’s degrees. The new agriculture minister, Walid Abed Rabbo, has a doctorate in human resource management from the U.S. and served in Jordan’s agriculture ministry before becoming a consultant to the Palestinian Agriculture Ministry.

Prominent independent MP Hanan Ashrawi said “the composition of the new Cabinet represents a major leap forward,” adding that she hoped it would devote its energies to “reforming the Palestinian institutions and within society.”
