We can safely say the Pakistani model of rehabilitiation and engagement has failed, and further backfired, in Yemen.

- unwilling to close UN identified terrorist bank accounts

- alqaeda praises Yemeni president Saleh

- Cole bombing, Saleh sends his top guys to Aden hours *before * the bombing

- Cole bombing, Saleh misdirects the FBI

- Cole bombing, Saleh uncooperative

- thousands of extremist schools still functional and well funded by the state, including al-Iman univ

- jailed al-qaeda get special treatment in jail

- Aden Abyan Army said by officials to be disbanded and no longer a threat, then strikes the Lindburgh oil tanker

- terrorists reported as dead to the US by the regime are later found to be alive and well in Yemen

- yemeni terrorists operating in Iraq, 20 Yemeni suicide bombers include two Cole escapees

- training camps for baathist and al-qaeda in yemen

- travel documents for terrorists going to Iraq are from yemen

- cole bombers had official travel documents from the Yemeni govt

- cole bombers had weapons permits from the yemeni govt

- jihaddiis through the region supplied with weapons by yemeni military

- Zindani, US classified “Major Terrorist” operating openly as a member of Parliament and businessman, fatwa-ed the Cole

- attacks the Shiites, including possible use of chemical weapons, destroys Shiite literature, outlaws Shiite prayers

- al-qaeda in Saudi Arabia found with weapons from yemeni military

- Saleh denies he was ever notified by the US that the Cole was coming to Aden

- Oppression of secularists, democrats, pluralsists, calling all opponents apostates

- Sistani calls the regime jihadiis

- Zindani to Ansar al-Islam to Andsar al- Sunna to 12 beheaded Nepalese in Iraq

- 2003 al-Qeda offers the regime a deal, Hittar negotiaties

- regime military and security forces full of people loyal to al-qaeda

- terrorism arrests normally underlings or innocent people, very few top al-qaeda

- the central bank of yemen does not issue the UN circular that lists which bank accounts belong to internaionally designated terrorist entities

- 3000 students from al-Iman univ are hired to teach the governmental summer camps

- not cooperating with the UN regarding weapons trafficking and reporting

-17% of foreign fighters in Iraq are Yemeni, not counting those trained in Yemen or expeditedwith logistical assistance or transited

- narcoterrorism, nexus of criminal activities financing the jihad
