Actually, there are a significant number of countries which participate in Operation Iraqi Freedom and Operation Enduring Freedom which don’t have representatives in Tampa at USCENTCOM headquarters, so it’s not unprecedented or unique.

Could well be simply a budget issue. In the 1990s, the US Information Agency (the guys who do Public Diplomacy) cut their liaison position at CENTCOM because it cost too much…

I was looking for that job when it got cut, so I do carry a little baggage here.
