PM Invites ICRC to Yemen

Hisham Hassan, media specialist for the Red Cross, said that Yemen’s cooperation in terms of international humanitarian law and that of private and military institutions, is excellent, not only for the region, but for the world as a whole. The fourth session for training military officers is currently taking place. It aims to activate new concepts among those in the armed forces. The concepts protect those who do not participate in the war, and limits the uses and means of fighting for those who do. A former colonel in the Lebanese army, currently on the international committee, will train the officers in the new concepts. This will be the first time Yemeni forces have received this training.
Hisham stated that Yemenis had previously received training from the International Red Cross committee, and that Yemenis as trainers of these new concepts is an important and progressive step to increase the spread of this law. The international official hopes that his committee will begin a similar project with Yemeni police officers. He announced the beginning of discussions concerning this point….
Prime Minister Abd al-Qadir met Monday with Martin Amakhir, head of the committee’s mission, and Peter Corlandsky, representative of the International Union of the Red Cross and the Red Crescent.
Dr. Muhammad al-Kabab, president of the National Association for the Yemeni Red Crescent, denied that there would be discussion concerning committee visits to Yemeni prisons. Mr. Kabab told News Yemen that there are no obstacles to visiting prisons and that those concerned in the Red Crescent and Red Cross will visit them as they had hoped. However, al-Kabab did not include political security prisons. The committee stated that they will not visit them because the government has not responded favorably to their legal demands in organizing and improving the administration of these prisons.
Mr. Kabab said that the committee’s delegation appreciates Yemeni cooperation with activities of human rights institutions and activation of their role in society.
News Yemen learned that the Prime Minister had sent invitations for the heads of the committee to visit Yemen. It is expected that there will be a push shortly for an increase in cooperation. The Prime Minister indicated the need for a restructuring of this kind of humanitarian activity, which must be continuous rather than seasonal. In these activities it is hoped that civilian, humanitarian, and governmental initiatives will work together. He clarified the need to support local society in humanitarian activities by means of educating, equipping, and training, as well as both domestic and international financial support.
