Background
As part of the IJSD activity to support the current activities of judges and court personnel to develop further their administrative capacities and operations, policies, and structure, the processes and procedures by which court administration personnel conduct their work shall be enhanced and, if necessary, re-engineered so as to make them more efficient, accountable, and transparent. This activity concentrates upon improving court administration, it will build on and harmonise its activities with the ongoing GoY judicial development programme to automate court operations to foster the development of accurate and reliable court statistics and performance measurements.Duties and Responsibilities
To reach these objectives, the Regional Expert shall have the following tasks/deliver the following:Develop a baseline management analysis, including performance indicators, on the basis of which future activities will be grounded. This analysis will be completed within the first month of this activity
Assist the court administration personnel to develop modernized processes and procedures to optimize information flow, records and archiving of judicial decision.
Work closely with judges and the relevant Ministry departments to standardize court administration throughout the Yemeni judiciary
Assist in developing methods by which legal assistance to the public (e.g. help desks offering legal assistance to the public) can be established
Concentrate on the improvement of 3-5 areas of court administration, as measured through the ongoing Government of Yemen court automation programme
To conduct these activities, a regional consultant will be hired for 80-120 days to work closely with judges and court administration personnel.
Deliver a short description/guideline as to how the candidate intends to fulfil the requested tasks based on this, develop recommendations for a longer term judicial development intervention
Write a final report, thereby taking into consideration all achievements and analysis made during the consultancy (in Arabic and English language)
Propose future possibilities for a longer term development intervention

University degree in jurisprudence, postgraduate degree in public administration, specialization in court administration
10-15 years of practical experience as judge, prosecutor or lawyer in a national justice system, with working experience in the area of court administration, transparent procedures and court automation programmes
Experience as a trainer/teacher
Institutional development and change management expertise;
Fluency in English and excellent working knowledge of Arabic language.
Prior experience as consultant in the area of court administration in another country.
