Draft Law on Governors’ Election by Local Councils Approved, JMP Cranky
Yemeni parliament approved on Wednesday with majority amendments of some articles of the local authority draft law concerning election of provinces governors.
The MPs backed down from amending the phrase that the government asked on Tuesday to be debated again on Wednesday. The phrase stipulates the candidate to the post of governor should be registered in the elector record of the province and the parliament voted with majority on the text as presented by the government, stipulating that the candidate must be resident in the governorate or his work place is there or it is the place of residency of his family.
Minister of Local Administration Abdulqader Hillal and Minister of Legal Affairs Rashad Al Rasas have attended the session.
Minister Local Administration Abdulqader Hillal has earlier indicated that Yemen is the first Arab country to take the step of electing governors of provinces and said “we are facing a great challenge for preparing circumstances for the success of this system.” He said ,” We have to provide equal opportunities and no Yemeni should be deprived of a constitutional right to nomination because he is not registered in the elector records, pointing out that there are cadres registered outside their governorates,” requesting the parliament to accept the text as presented.
Almotamar.net – The Yemeni Congregation for Reform (Islah) party’s MP Dr Mansur al- Zindani surprised for the Joint Meeting Parties (JMP)’s stance of announcing their refusal of amendments endorsed by the parliament Wednesday of the law of the local authority leading to electing governors.
Dr al-Zindani commented on the JMP’s rejection of the law by saying the people in the opposition should not have taken part in discussing the draft but to participate actively in discussion and refuse is something unavailing.
The Islah MP has announced his support of the government regarding granting the right to candidacy for the governor post to every Yemeni citizen, saying the condition that the nominee for the governor to be registered in the voter record is applied to the federal state. He called for giving priority to the public interest and the law and abandoning regionalism.
