UPDATED: The following article from The Age reports a former senior Yemeni al-Qaeda says that UBL is in the later stages of planning a big attack against the US. A few things in the statement make sense 1) the end of the truce (”the period of calmness”) in Yemen came as a result of an order from bin Laden, not because of agitation from returnees from Iraq, 2) the continuing importance of the original trusted network of Yemenis, 3) bin Laden’s ability to communicate with operatives in Yemen.

With regard to Yemen/Somalia: On April 26, an AQI statement said establishing naval terror cells and control of the seas around Yemen is a “vital step”. The Bab al Mandeb and Gulf of Aden were termed “of supreme strategic importance” in al-Qaeda’s campaign to establish a global caliphate. The April statement highlights Yemeni jihaddists’ prior attacks on the USS Cole and the French tanker Limburg as proof the operations are possible. Since then dozens of ships have been attacked and 31 others highjacked for ransom. Several millions have been paid. The footprint of criminal gangs, enterprises and persons strongly intersects with al-Qaeda all over the globe, and this may be another example where criminal proceeds wind up in part funding terror. More of the April statement here. Within Somalia itself, the ICU and later al-Shahab were aided in large part with money, fighters and weapons shipped from Yemen. Then there’s Dijabouti, global oil shipments, it goes on.

The former “senior” leader who gave the statement would refer to one with connections dating back to the Afghan days. My first guess would be Abu al-Fida. He’s a very chatty guy, has given many prior interviews and was most definitely top echelon. He was in an executive position and there’s photos of him sitting with UBL. Now he is reformed (thank you Judge al-Hittar) and free in Yemen. Al-Fida was the prime negotiator for paroled al-Qaeda operatives with Yemeni president Saleh and Galib al-Qamish, head of Political Security. Al-Fida previously described the truce period that started in 2003 as centrally ordered by bin Laden and a strategic central decision. (Many Afghan Arabs describe it that way.) Al-Fida in February 2008 reported the line of sucession in al-Qaeda would pass to bin Laden’s son, Hamza, seemingly an officially sanctioned statement on behalf of the terror leadership. (Abu Jindal, Mr. Jihad Think Tank, on the other hand while a former close associate of UBL was not “senior”; he was a driver. Jindal has given some interviews through the years, but unlike al-Fida, he was never speaking on behalf of AQI. They were always Jindal’s interpretations.)

While Nasser al-Wahishi (Afghan Arab, UBL associate and prison escapee) is likely one of the “current chiefs of the organisation in Yemen” referenced in the article, he is only one. Escapee Qasim al-Reimi and Saudi Mohammed Naif al-Khatani could be considered current cheifs. There’s others in the leadership nexus outside al-Wahishi’s particular grouping, which doesn’t mean they are working at cross purposes.

To clarify my point, there’s been a marked uptick in terrorist media releases coming out of Yemen in the past year. Various groups and persons issued dozens of statements, videos, interviews, threats, emails, forums postings, several issues of a magazine and so on, including a letter bomb. There’s often some discordant note somewhere in these messages. This one just clicked, ie- the statement seems congruent with the paradigm from the very local to the very global with Somalia in between. It contains big answers as well as big questions. I’m not asserting whatsoever the statement is an authentic communication or is grounded in fact, i have no idea. But I’d be happier if it made less sense, if there was no click, because its also talking about an attack on the US.

The al-Qaeda in Yemen news that is gaining a lot of attention today is the release of the next two issues of the online magazine Echo of Epics which asserts there were seven not six suicide bombers who attacked the US embassy in September and discusses the details of the assault. To be fair, the vast majority of terrorism specific Yemen experts likely consider the Echo of Epics release the more significant statement and have largely discounted the anonymous statement in Al-Quds al-Arabi. Hopefully and probably, they’re entirely correct.

The Age OSAMA bin Laden is planning an attack against the United States that will “outdo by far” September 11, an Arab newspaper in London has reported.

And according to a former senior Yemeni al-Qaeda operative, the terrorist organisation has entered a “positive phase”, reinforcing specific training camps around the world that will lead the next “wave of action” against the West.

The warning, on the front page of an Arabic newspaper published in London, Al-Quds Al-Arabi — and widely reported in the major Italian papers — quotes a person described as being “very close to al-Qaeda” in Yemen.

The paper is edited by Abdel al-Bari Atwan, who is said to be the last journalist to interview Osama bin Laden in 1996. According to the report, bin Laden is himself closely following preparations for an attack against the US and aims to “change the face of world politics and economics”. The operative is quoted as saying that “this will be shown by the fact that we now control a major part of the south of Somalia”.

The ex-operative says he remains in contact with current chiefs of the organisation in Yemen and that only six months ago bin Laden had sent a message to all jihad cells in the Arab world which asked them not to interact with their governments or local political parties and to deny any request for mediation or formal talks.

The source also said that during the next few days the terrorist organisation may send a sign of its violent intentions.

Al-Fida hotlinks: In this post al-Fida says al-Qaeda International did not perpetrate the 7/2007 and 1/2008 lethal attacks on tourists in Yemen. Here Abu al Fida’a (Rashad Mohammed Saeed Ismael) in an interview blamed the attacks on “congestion in the security forces”, youngsters or an Al Qaeda imposter. Al-Fida’a was described as a high ranking member of the Taliban and close associate of Usama Bin Laden. He negotiated on behalf of al-Qaeda with Yemeni President Saleh in June 2006 and spoke very highly of Saleh. In February 2008 he announced the line of succession for bin Laden.

صنعاء ـ ‘القدس العربي’ ـ من خالد الحمادي: كشف مصدر مقرب من قيادة التنظيم المحلي للقاعدة في اليمن أن زعيم تنظيم القاعدة أسامة بن لادن وجّه أتباعه بتنفيذ أكبر عملية عسكرية ضد الولايات المتحدة تفوق بكثير عملية 11 أيلول (سبتمبر)، يطمح منها أن تغيّر وجه العالم سياسيا واقتصاديا.
وذكر لـ’القدس العربي’ أن هذه العملية الكبيرة ستأتي ردا على رفض واشنطن للهدنة التي قدمها تنظيم القاعدة للدول الغربية وفي مقدمتها الولايات المتحدة، وأن ‘هذه العملية ستنفّذ في المستقبل القريب’ وستجعل من عملية 11 أيلول (سبتمبر) في خبر كان.وأكد أن ‘تنفيذ هذه العملية مسألة وقت، أما الأوامر التنظيمية بالتنفيذ فقد صدرت من زعيم التنظيم الشيخ أسامة بن لادن، ويبقى توقيت التنفيذ للعملية مرهونا باكتمال الإعداد الجيد والفرص المتاحة’.
وأوضح أن ‘تنظيم القاعدة يمر حاليا بأفضل مراحله، حيث أصبح في أقوى مستوى له منذ تأسيسه عددا وعتادا وتدريبا في الكثير من دول العالم، وأنه أصبح تنظيما واسعا وليس نخبويا محصورا’.
ودلّل على ذلك بأن تنظيم القاعدة أصبح حاليا يحكم أغلب مناطق الصومال، كما أن طالبان تحكم أغلب أراضي أفغانستان، في حين أن العديد من مشايخ القبائل في محافظات مأرب والجوف وصعدة وشبوة باليمن بايعوا رسميا قيادة التنظيم المحلي للقاعدة في بلادهم وأنهم انخرطوا في صفوف التنظيم من منطلق عقائدي وليس قبليا كما كان في السابق.
وأشار إلى أن تنظيم القاعدة تفرغ خلال سنوات المطاردة الماضية من قبل الأجهزة الأمنية الغربية والعربية لعمليات التدريب والاستقطاب والتوسع الأفقي، وأن الحرب العالمية ضد الإرهاب خدمت التنظيم ما لم تخدمه كل العوامل الأخرى، حيث ‘استفاد التنظيم من الأخطاء الفادحة التي ارتكبتها واشنطن والأنظمة العربية المشاركة لها في الحرب ضد الإرهاب في استقطاب كل المتضررين من تلك الحرب الكونية من الذين لم تكن لهم أي علاقة بالتنظيم سلفا’.
وكشف هذا المصدر الذي طلب عدم الكشف عن اسمه لدواع أمنية وهو قيادي سابق في تنظيم القاعدة وما زال على تواصل حتى اليوم مع بعض عناصرها وقيادتها أن أسامة بن لادن وجه رسالة قبل نحو ستة أشهر لجميع خلايا القاعدة في العالم العربي برفض التفاوض مع الأنظمة السياسية، لعدم الجدوى من ذلك، مضمونها ‘أتركوا التفاوض مع الأنظمة فإنه شر محض’.وذكر أن هذه الرسالة وصلت إلى قيادة التنظيم المحلي للقاعدة في اليمن على خلفية محاولة النظام اليمني فتح قنوات حوار مع عناصر القاعدة لإقناعهم بوقف العمليات الإرهابية داخل اليمن سواء ضد المصالح الغربية أو المصالح اليمنية مقابل تسوية وضعهم وإدماجهم في المجتمع.
وأوضح أنه ‘بمجرد تلقي الرسالة التنظيمية بدأت قيادة القاعدة في اليمن بالتخطيط النوعي لعملياته في اليمن أولها العملية الأخيرة ضد السفارة الأمريكية بصنعاء في أيلول (سبتمبر) الماضي، بعد توقف دام عدة سنوات’.
وأكد أن هذه العملية نفذت بتخطيط وتوجيه من قبل أمير تنظيم القاعدة في اليمن ناصر الوحيشي، أحد أبرز الفارين الـ23 من سجن الجهاز المركزي للأمن السياسي (المخابرات) بصنعاء.
وأشار إلى أن تنظيم القاعدة في اليمن تفرغ خلال السنوات الماضية لترتيب أوضاعه الداخلية واستقطاب الشخصيات المؤثرة في المجتمع، وبالذات تلك الشخصيات التي على خلاف حاد مع النظام السياسي، وأبرزها الزعامات القبلية في محافظات مأرب والجوف وصعدة وشبوة.
وأوضح أن العمليات التي نفذت خلال السنتين الماضيتين ضد المصالح الغربية والحكومية في اليمن لم يقم بتنفيذها تنظيم القاعدة بل تنظيم قاعدة الجهاد في شبه الجزيرة الذي تزعمّه حمزة القعيطي ولقي حتفه في مواجهة مع قوات الشرطة قبل بضعة أشهر في حضرموت.
وتوقع أن تشهد الساحة اليمنية خلال الفترة القادمة عمليات نوعية للقاعدة وهو ما تحاول السلطات اليمنية التخفيف من حدتها من خلال مضاعفة إجراءاتها الأمنية
