From Barak Obama to the Arab leaders: Do not expect me to support your family enterprises

A number of Arab leaders, who have been in power from 20 to 40 years each, wrote to U.S. President-Elect Barack Obama congratulating him on the success of the “change” he would bring to the United States. Since Obama did not respond to these leaders, the author of this article decided to volunteer to take on this task on behalf of Mr. Obama, as Thomas Friedman once did on behalf of President George W. Bush.
To avoid ambiguity it must be noted here that Mr. Obama is not aware of any of the contents of these messages. The way I write these letters is unacceptable in real diplomacy. The real Barack Obama would never “bash” the leaders of sovereign states or criticize their actions, as I take liberty to do. But what is not allowed in real practice may be just the thing, in our collective imagination.
In this spirit, the following is the full text of a letter from the virtual Barack Obama to Arab leaders, with attached telegrams, which are also imaginary:

Sirs, Presidents, Kings and Emirs of Arab States:
Greetings, all; Happy Eid al-Adha (the most important religious event for Muslims):
I have received with deep gratitude a number of congratulatory messages on my election as the next President of the United States.. I apologize to you that I will not be able to reply formally, for the following reasons:
First: I have not yet formally assumed my duties or moved into the White House. President Bush continues to exercise his powers until the 20th of next January. I am committed to my country’s customs and Constitution, which do not allow the existence of two presidents at the same time. I will exercise presidential powers only after President Bush leaves office and after I take my Constitutional Oath of Office, in accordance with U.S. customs. Only then will I be able to exchanged cables with you. I have been told that you love exchanging cables with other leaders, and also that your official media love to cover this habit. I have been advised to have an intern in the White House who can devote his or her time solely to engaging in this hobby with you on my behalf.
Second: Since the United States is rich in the diversity of its people with different experiences and backgrounds, an American of Arab origin volunteered to write this response to you. I appreciate that you took a portion of your valuable time to write to me, and I thank you in advance for setting aside some of the time ordinarily allotted to the vigorous suppression of your people, to read this virtual reply.

Dear Arab leaders:
I am sorry that I cannot use the word “friends” when I address you, even though I honor the friendship of your countries. Frankly, however, I care about your people’s friendship, and I seek to earn the approval of the vast majority of your nations’ populace. I do not want, therefore, to gain the friendship of only 22 persons while I simultaneously lose 300 million potential Arab friends, and more than a billion potential Muslim friends, whose gratitude to the American people for electing me as their next President has been shown in many of the writings translated from the press in many Arab and Islamic countries.
While I thank you deeply for your tribute to freedom and democracy in the United States, and the yearning of the American people to achieve the dream of change, I would like to assure you that the peoples of the whole world – not just Americans — are also eager for change. Perhaps, in fact, your peoples are more in need of change than any other peoples in the world. No doubt you aware of the matter, and by continuing your policies, you are helping your peoples to achieve this precious dream, as we say, “by one means or another.”
Dear Arab leaders
I would like to give you an overview of my background, which your advisors may forget or neglect to mention to you.
I am a specialist in Constitutional law, and hold a Ph..D degree in this area. I have taught law at university level. My legal background may allow me to change my approach in dealing with international tribunals, and if the United States signs the treaty establishing the International War Crimes Tribunal, we will hope to replace military methods with legal methods to pursue and deal with perpetrators of genocide against their own peoples.
The cane of International Law might then fall on the backs of many international leaders, who will be seen standing in the same box with Mr. President Omar al-Bashir of Sudan, as soon as the memorandum of his arrest becomes activated. The courts may be expanded in the future to prosecute corrupt leaders, state officials engaged in piracy at sea and on land, and to deal with drug traffickers and arms smugglers wherever they are. I would advise you to take this advice as an early warning to put a stop to such practices if they exist in your countries.
Although I have passion for the law and a legal background, my limited time has not allowed me to read each of your countries’ Constitutions. Yet I know that the Constitutions of some Arab Republics limit presidential terms to two. It appears, however, that at times, the respective heads of these republics amend their countries’ Constitutions each time their final term draws close. They usually reset the meter, amending their Constitutions, snuffing out the hopes and aspirations of the new generation by a stroke of the pen. Far be it for me to interfere in the internal affairs of your countries, Sirs. But since I have not started my duties as a U.S. President, I speak with you now strictly as a legal expert who wishes only the best for your people.
I do not believe the myth that your clinging to power in your countries long beyond the time contemplated by your Constitutions has led to stability, as you have claimed. Rather, it appears to have produced internal conflicts and even civil wars, from southern Yemen to northern Algeria, through the Saada and Gaza, Darfur and other hotbeds of conflict and massacres. It seems that the Constitutions are easily changed in countries like Yemen and Algeria, and thus, I personally do not find it surprising that a rich country like Algeria has been unstable continuously since 1962, or that a country with a strategic geographical location such as Yemen has intractable internal problems persisting from that same year. Certain of you have ruled for decades over chaos and strife.
Most of you have been in power throughout the terms of five U.S. presidents: Jimmy Carter, Ronald Reagan, George H.W. Bush, Bill Clinton, and George W. Bush. Some of you remain in power since the era of Richard Nixon and Gerald Ford. Yet you continue to preside, leading your peoples, from failure to failure, up until today, and I’m afraid that the next U.S. president, four or even eight years from now, will receive similar congratulatory telegrams from you again – ironically, on the subject of change!
Your staying in office all these years does not bother me personally; it does not matter to me even if this represents a discrepancy with your countries’ Consti-tutions. I do not even care, in fact, if your sons inherit power from you when the grasp of your hands inevitably fail because of age alone. What I am interested in is the protection of major U.S. interests. Looking at the Guantanamo Camp, which I intend to close, I regret to have to mention that most of the guests from your countries fought together with Al Qaeda terrorist organizations in Afghanistan. Some of them even participated in planning the attacks of September 11th against our country.
Don’t you think we have the right to ask why all these dangers came from Arab countries? Are there others like Ramzi bin al-Shibh, Abd Al-Rahim al-Nashiri and Abu Zubaydah, who are eager to harm us and our citizens, while still enjoying protection from your “stable” regimes? Should we not protect ourselves from such dangerous people? Is it not right to ask whether your long terms in office make you at least partly responsible for what is going on, as we are reaping the results of your years and years of work? Is it not our right to wonder about the consequences of your preparing your sons to inherit the countries that their fathers have raped?
This inheritance would lead, for a broad section of your people, to the utter loss of hope for peaceful change; Americans might pay a high price, in blood and lives lost, for the sake of your sons, who seek power after you. The region will become a lake of instability, which presents a clear threat to our security as well. If you were good rulers, you would be loved by your people and your sons would be accepted by your people, but the widespread popular rejection of your sons and “ruling family enterprises” is essentially a rejection of your continuation of governing from your graves.

Gentlemen leaders:
I have read the history of your countries, both ancient and contemporary, and I enjoyed the identification of the greatness of your people and culture. I must be clear that we would love to win the friendship of your great people. We may disagree with the government, but our friendship with the people must be eternal.
We disagreed at times with the Arab leader Gamal Abdel Nasser; nevertheless we all respected him because he was clean, free of corruption, and sought to serve the poor of his own people. Perhaps if he had prepared his son to succeed him, he would have been welcomed by his people from El-Arish to Halaib, and perhaps from Baghdad to Rabat. Before the emergence of Nasser in the fifties, another great leader had political aspirations with the good of his people at heart: the religious leader Hassan al-Banna, founder of the Muslim Brotherhood, who was assassinated by a terrorist. Now, his followers can be a great resource to Egypt, for they are more capable than others in the fight against terrorism and could actually eradicate its roots.
Outside the Arab world, we now disagree with the Iranian Islamic regime headed by Ahmadinejad and his mentor, Ali Khamenei, but our respect and appreciation of the Iranian people and our recognition of their inherent greatness is still strong. Ahmadinejad will leave soon, but the Iranian people will, we hope and believe, go on to become themselves again, free and glorious once more, over the decades.

Dear leaders:
As you know, the U.S. faces a historical domestic economic crisis that requires every second of my time before the Inauguration. I must study our problems, evaluate ways to address these problems, and prepare to confront them effectively after January 20th. Yet I took time to read the latest secret and public reports on the countries of the Middle East, so I can be ready to deal with you for four — or eight — years to come. After deep reflection, in fact, my belief is that your region shows the following:
First: There are three regional forces that deserve my attention in order to preserve the interests of these competing forces without negatively affecting American interests. These forces are Iran, Israel and Turkey. Each of these three countries has their national enterprises, with which we may agree or disagree, but rest assured, we will deal with them positively or negatively, according to our interests and our potential.
Secondly: There are family enterprises that prevail in most Arab League member States, either as evident in the GCC, or under the cover of a Republican identity, as is the case in Egypt, Syria, Yemen, and Libya. It is difficult, of course, for the legitimate president elected by the people of the United States to deal with these relatively small, yet powerful and even dangerous, family enterprises. Thus, I will have no choice but to deal directly with your great peoples.
As you know, Iraq under Saddam Hussain had its own family enterprise, but the Iraqi people were lucky to be rid of that nightmare, with U.S. support. This kind of action, however, will not be repeated in any other Arab country during my administration, for the following reason: because you also succeeded in part in supporting factors that destabilized Iraq. And why? Because of your fears that the experiment with democracy in Iraq might threaten your own various family enterprises.
While I am here to assure you that the American military intervention in Iraq — which I opposed since the beginning — will not be repeated under any justification, because American blood is not cheap, I must at the same time assure you that we will not allow the continuation of the tragedy that is playing out in Iraq at this time. We will not accept disruption of the local elections scheduled next month in 14 provinces in Iraq. I must remind you that during my administration, the United States will not stand against the interests of your peoples in achieving the ambitious project of change and prosperity, and therefore we will not provide your family-type enterprises with protection or comfort.
Indeed, we have experienced “family enterprises” in our own country at various times and places, and we have ruthlessly identified them as corrupt organizations, and passed laws to deal with them. We do not offer criminal enterprises our protection within the United States; we will not do it outside the United States either, even if the family enterprise in your countries masquerades as a legitimate form of governmental power. We made this mistake for more than half a century, and the price we paid was a terrorist attack in September 2001 against us, within our borders, the likes of which we had never witnessed before.
As we have decided not to again send American troops to topple any Arab leader, nor will we send a single American soldier to protect any Arab leader against the will of his own people.
Our intent is to live in peace as you do the same.

Dear Arab leaders:
My predecessor, President Bush, explained to you on many occasions that U.S. interests in the 20th century pushed us to help Arab rulers to achieve “stability” in their homelands; unfortunately, that was frequently done at the expense of principles of democracy, freedom and human rights.
The repression, impoverishment and neglect allowed or even caused by your leaders has reached a level where your territory has become a hotbed of exporting terrorists, and thus, your countries have became real threats to our security and to the peaceful aspirations of peoples all over the world.
The corruption of your governments has exacerbated the problem of terrorism, as young, angry, disenfranchised individuals turn toward acts of outrage rather than towards acts of constructive cooperation. Thus the best interests of our people are closely linked to the prosperity and well-being of your people, and it is essential for the U.S. to help your peoples rid themselves of corruption, oppression, poverty and unemployment, the evil seeds of terrorist sentiments.
These problems have spiraled out of control in your countries, generating blind hatred, mindless suicide bomb attacks, international criminality, explosives and terrorism against our citizens, our embassies and our interests, all because of a mistaken impression that we support your regimes, your behaviors, and your misconduct, when in fact, we have nothing to do with it.
As we disavow your policies, we would like to assure your people that the United States, under my presidency, will support the principles and values of justice, freedom and pluralism that induced the American people to elect me. When I say we will not try to impose our values and our principles upon you, at the same time, I assure you that we will not hesitate to support your people’s values, by all peaceful means.
We are aware that positive change cannot be imposed from distant powers abroad; we also realize that your peoples are able to impose the required changes as they deem appropriate, and we will support them, because their sufferings harm our security, while the flowering of indigenous peoples and prosperity removes the threat of terrorism from America and Europe, and perhaps the entire world.
Thus, look to your own values: If your people’s best interests are foremost in your hearts, you will rejoice in our support for them; if your people’s interests are actually inimical to your interests, that is, if you are oppressors and tyrants, our sympathies and assistance to your peoples will help them remove you from their misery.

Dear leaders
What is happening in your countries is very important to us, not only because of the humanitarian impulse imposed by our human values, but also because the threat of terrorism has turned your countries into breeding camps of international criminals. You can resolve a large part of this problem, and stop the threat that affects you and us, through peaceful and legal means, and by putting an end to the policies that worsened the problems, as follows:
1 – Stop the practices of corruption and tampering with the peoples’ health and wealth, for corruption by the government and by the powerful is a major cause of terrorism.
2 – Prepare your countries for peaceful power transfers: Prepare your sons and families for your countries’ benefit, and stop preparing your countries for your sons’ and families’ benefit. They will only inherit crisis and problems.
3 – End the highly centralized governments, which created major discontent in many areas of your countries. We will not invite you to learn from the experience of the American Federation, it is our own experience. But we invite you to learn from the experience of the United Arab Emirates, in adoption of the federal system. That showed how to end separatist movements, how to solve problems arising from popular perceptions of lack of power, and how to focus on the well being of the whole country, rather than only in the authoritarian capitals.
4 – Stop the widespread and well known violation of human rights in your prisons, and immediately stop the kidnapping of activists and journalists. Release all political prisoners and and apologize to them, as did the young Moroccan King Mohammed VI.
5 – Halt the abuse of migrants and stop treating guest workers as slaves under the guise of the “KAFEEL” system in the Persian Gulf states. We will publicly confront this slavery system in the coming years; it behooves you to act on this before that happens. The world is aware of the viciousness of these practices. Preferably, the GCC leaders should start thinking of a remedy for this problem, before the Kings and Emirs involved begin to receive international arrest warrants similar to that drawn for Sudanese President Omar al-Bashir.
6 – Stop dominating and suppressing the media and inciting terrorism in the government broadcast channels, newspapers and official websites. Incitement to terrorism is the same as conducting terrorist acts.
7 – Respect minorities’ rights and accept pluralism. We are not calling you to follow the example of pluralism in the United States, but we do call upon Arab leaders to follow the pluralism that prevailed in the era of Prophet Muhammad. Bilal, who was Ethiopian, Salman the Persian, and Suhaib Rumi were among the most important and respected advisors to the Prophet, valued members of the inner circle of founder of Islam; they were influential in the decision-making at his side regardless of their various diverse ethnic backgrounds.
8 – work on improving management and services, education and health in your countries. Since you have been so preoccupied with the establishment of armies to guard your palaces, you have been guilty of forgetting about the needs of your citizens.
A typical Arab youth nowadays has only three options: either engage in the guerrila anti-popular activities of corrupt governmental regimes, if circumstances allow; or migrate north to Western countries in the “boats of death”; or join the ranks of the frank terrorist groups that congregate in the streets and even the mosques stirring up directionless rage among the hopeless and hapless. We, America, can see and must condemn this social situation, because ultimately, we pay a share of the price in one way or another, although the bitter results of your social disintegration are not our fault.
I hope you are not expecting me to criticize the policies of my predecessor, President Bush, in his having reduced the amount of American aid to some of your countries. It is unusual for any U.S. president to criticize the policies of his predecessor after the end of an election campaign.
According to the American values of respect for each other, I will give President Bush his due, and I must also say that he had a realistic interpretation of some situations, in reducing the size of American contributions to some Arab governments. In fact, you will find that I support continuing to downsize aid wherever I see rampant corruption. And I will look closely, even though your governments are not open for transparency, at your regimes’ dismal lack of seriousness in the fight against terrorism and in efforts to bring terrorists to justice.
It will be the responsibility of my Government to fight corruption and terrorism at once. Terrorism and corruption are two sides of one coin, and both lead to the destruction of international values, humanity and peace. The existence of widespread corruption and tyranny is a major root of terrorism.
It is time, also, for me to remind you that, according to the system of our country’s state department, we must know how our financial assistance abroad is being used. We have already provided you with the machinery and equipment to combat terrorism. Unfortunately, it was too often the case that your military and security forces used those resources against journalists and human rights activists. We cannot give cash assistance where we have reason to suspect that the resources will be used to fuel terrorism and corruption, rather than to combat it.
On the other hand, most of you Dear Leaders have visited the White House and you have seen for yourselves that the U.S. presidents live modest, if not austere, lives, while you — whether your countries are rich or poor — live in opulance and excessive luxury. You have apportioned large parts of your capital cities to build impressive palaces. You are spending your peoples’ money as you want; we, in a democracy, are controlled by the Congress in every dollar we spend.

Dear President Hosni Mubarak of Egypt:
You are the only Egyptian President who has ever had a rare opportunity to prepare the country for a peaceful transfer of power. Regrettably, instead of taking this opportunity to set a new course for your glorious country, you have decided to prepare Egypt for your son. Although I am personally against the idea of dynastic inheritance of governmental power, I would support your son with one condition: He must show the Egyptian people substantial changes, immediately, now, so that your people can begin to experience this development while you still live.
Promises are not enough for Egypt now. Inherited power might produce a form of short-term stability, but the long-term success of Egypt requires real change for the benefit of the struggling middle class, not only for the ruling elite.
You put Ayman Nour in prison not because; he is a threat to your son, but as a matter of abhorrent personal revenge. You forced Saad Eddin Ibrahim into exile because he dared to criticize the abhorrent practices of your misguided regime. I ask you, Mr. President, not to expect me to support the Monoufia Regime at the expense of the U..S. taxpayers. I would never allow our aid to be used for the suppression of your people, or to shackle freedom in Egypt.
I ask you, Mr. President, to watch, on YouTube, how your people in al-Mahala destroyed a huge poster of you, without any help from American tanks. I wish that you would recognize that change, desperately needed by Egypt, will not be achieved by the Jihadist groups or by the Muslim Brotherhood. It is coming through the enthusiastic Internet youth. They brought change in America and made their hopes into reality. Their counterparts in Egypt are able to organize demonstrations using Face Book and other communication tools. It will be difficult for your government to stop the Storm of Change when it begins to become a reality.
The opportunity is still available to you to be part of the coming change. You can even become the main engine of positive change rather than seeking to impede it, for rest assured, change is coming, and nothing can really stop that.
In fact, if you resist change now by means of tyranny and oppression, that could produce a successful push to open a Pandora’s Box in your government, exposing large files full of corruption, oppression and bullying, including names of a large number of Egyptians and Arabs who disappeared from the face of Earth in your capital during your Presidency. This would not be good for either your regime or for stability. Supporting real and positive change, however, could relieve you of bearing the consequences of such an eventuality.

Dear President Bashar al-Assad of Syria:
I realized that you are not guilty of choosing a role that you never conceived of. The sudden death of your older brother Basil forced your father to choose you to take over the reigns of government after him, so he could keep ruling Syria, his way, even from the grave. It is not my problem, anyway. I have nothing to offer you or to ask you at this point in time, except to listen to the advice of Ms. Buthaina Shaaban, who is more aware of changing international conditions than the senior members of the Alawite ruling sect in Syria.
You can also open the way for the Syrian people to freely surf the Internet and access information without fear. The Syrian media always mention the fact that the Syria’s President has experience in computers and the Internet, but this claim is not consistent with official resistance to allowing the majority of Syrians to use the service freely.
I would like to point out, in this context, that the United States may be able in the foreseeable future to provide free Internet service to the Arab nations via satellite, and will study the possibility of this free service to save people in the region from the dominance of repressive Arab governments. Then repressive regimes will not be able to curb the storms of freedom coming in from space!
Finally, I would love to remind you that your great county’s place should be by the free nations, not with the Regime of Clerics.

Dear His Majesty King Abdullah bin Abdul Aziz of Saudi Arabia:
Let us talk, King: peace with Israel is a critical factor for the stability of the entire region; it is not, however, the only way to remove the Iranian threat.
There are issues that belong to you, only to you, in your country. The dialogue of religions abroad will not relieve you, for instance, from releasing Matruk al-Faleh and all other “opinion detainees” at home. Your government must begin to move toward more respect for the rights of minorities, women and immigrants. The firing of the Saudi prince from his post as a governor because of his position against the Ismaili community in Najran gave us a strong and encouraging message that you are serious in this matter.
But you might also need to persuade your brothe Naif that the fight against terrorism does not provide a free card for wholesale violation of individual human rights. It would help if you could convince him that, whereas we may disagree with the views of militant preachers, Sunnis or Shiites, we do not support the violation of their human rights. We do not support the dumping of human rights activists in prison without trials. Justice must form the foundation of your rule. It will be difficult in the future for the world to deal with Naiyf as king, or even as a crown prince, if he does not care about Justice as an interior minister.
At this particular time I hope you read an article written by Aid Qarni, a prominent Saudi cleric who has an interesting imagination, on what the fate of Barack Obama would have been, had his father Hussein decided to emigrate to the Saudi Qassim instead of to Hawaii. I also wish to bring to your attention the fact that there are Saudis in the eastern region who transport their pregnant women to Riyadh to give birth in hospitals in the capital, instead of Qatif. The reason: a birth certificate from Riyadh will not subject their son or daughter to discrimination, although they are Saudis. These parents seek Riyadh on their children’s birth certificates to enable these children to one day be eligible for the army, or security forces, or even the civil service in Saudi Arabia. This is also true for the followers of the Shafei sect in Mecca and Medina, who suffer discrimination from the Hanbali doctrine.
And this is happening to Saudis on their own soil, while followers of these sects who have traveled to American and Europe coexist together with mutual love and respect.

Dear Marshal Ali Abdullah Saleh, President of the Republic of Yemen:
I hesitated to address you with that title because I did not know that there still existed in this world someone holding the rank of “Marshall” — or Mushir as you say it in Arabic. I thought that “Field Marshal Idi Amin” was the last Marchalat in the developing world. Vice President Elect Joe Biden, who is expert in foreign affairs, however, assured me that there are still several field marshals in the countries of the Middle East, some of whom have never participated in any war to defend their people and country, but who, instead, got their titles fighting internal wars against their own people within their own territory! This delivered quite a surprise to me; one learns a lot from Joe Biden.
At any rate, Dear Marshal Saleh:
We are following carefully what is happening in your country, and we know very well that you have recently waged five wars against a part of your country, which now enjoys semi-autonomy in the north-western part of Yemen. We also know very well that the provinces in the entire southern part of your country have expelled the representatives of the election committee you placed there, rejecting in advance a sham election that does not reflect the true democracy.
We also know that al-Qaeda is alive and well in Yemen, and that the attack on our Embassy was only the latest terrorist act.. It killed 12 of your innocent people, including a number of the brave Embassy guards. We also know that you are trying to hold a parliamentary election without the opposition parties, who claim with some credibility that the upcoming election is simply a tool meant to reproduce the same faces – and the same anti-democratic forces – that have occupied your parliament for the last 30 years.
We also know that chaos and instability are prevailing in many parts of your country because of the lack of a real local government system which would allow citizens to elect their representatives and manage their own affairs. We are afraid that the discontent in Yemen now will not only prevent the holding of elections, it might even force the international community to make some tough choices leading to the acceptance of a new state or states in the region.
Such new states might show more willingness to combat pirates on land and at sea; such new states might demonstrate real support for efforts to combat terrorism and corruption. The governments of such new states might actually arrest known terrorists and hand them over to the offices of international justice, thus ensuring the safety and prosperity of the citizens, and maintaining their property on their land. Such new states might be devoted to protecting their people against the possibility of falling under the control of destructive ideologies.
These possibilities exist for the future of Yemen, make no mistake about it.
Mr. Marshall:
Finally, I apologize that I cannot accept your offer, which we have received through two U.S. university scholars, to solve the Guantanamo dilemma by adopting a Yemeni System that could invoke only gales of mockery and genuine horror on the part of any civilized people: I speak of the system of releasing detainees while arresting and keeping their innocent relatives as hostages in your prisons, to be funded by the United States taxpayers! Any high school civics student in American would call that idea “retarded.”
We are the nation that protected the relatives of Osama bin Laden, the day after the attacks of September 11th 2001; we sent them back to their own country safely, realizing they were not to be held culpable for the act of their relative. How dare you, Marshall, ask us to help you legitimize a manifestly unjust system of keeping innocent people hostages in your abusive facilities? Are you not aware that this disreputable system was one of the main reasons that the Yemeni people revolted in 1962, and John F Kennedy recognized the new regime set up at that time for that very reason?

President Ahmadinejad:
I know that you are not a member of the Arab League, and do not even like to read the Arabic language, but since you are part of the Middle East, I would like to address you so that your supporters in the Arab world can read this. I want to draw to your attention the fact that you should not hold your breath waiting for me to sit with you in dialogue. I am not retreating from my campaign election promise, but I have some other reasons, including:
1 – I firmly believe you are just an employee of the religious leader, Ali Khameini, who is in control of all strategic decisions in Iran. If there is to be any talk, it must be carried out with the actual decision-maker.
2 – I firmly believe that you will lose your position in the approaching election, because you failed to keep your promises to your people. After all those irresponsible promises to better your people and increase their standards of living and their conditions, what you did was to make everything considerably worse! So do not expect me to enter into dialogue with a bankrupt who no longer has acceptance among his own great people.
3 – Dialogue with Iran requires preparation that may take a long time, and we must wait until after the Iranian elections. Before that, the real leadership in Iran, should not continue to believe in the present delusion. Choose: you can either stay in power or seek nuclear weapons, but not both. We are not threatening to invade Iran. But we have our means of supporting the drive of the Iranian people to rid itself of a dangerous and authoritarian rule; we have the means to provide support to your people’s desire for their proper destiny of change.
For all these reasons, among others, the Iranian leadership should recognize that Barack Obama may be a man of dialogue, but only to serve the interests of his country.

من باراك أوباما إلى القادة العرب:
لا تتوقعوا مني دعم مشاريعكم العائلية

بعث عدد من القادة العرب ممن أمضوا في الحكم ما بين عشرين وأربعين عاما، رسائل إلى الرئيس الأميركي المنتخب باراك أوباما يهنئونه فيها على نجاح شعار التغيير الذي رفعه في الولايات المتحدة. ولاحظ كاتب هذا المقال أن الرئيس الأميركي المنتخب لم يكلف نفسه عناء الرد على هؤلاء الزعماء، فقرر التطوع بهذه المهمة نيابة عنه، على غرار ما فعل ذات يوم الصحفي الأميركي ثوماس فريدمان في كتابة رسائل إلى بعض القادة العرب نيابة عن الرئيس جورج بوش. ومنعا للإلتباس يجب الإشارة هنا إلى أن الرئيس أوباما ليس له علم مطلقا بمضمون هذه الرسائل، ولا يسمح العرف الدبلوماسي له أن يتخاطب بالطريقة التي سترد في هذا المقال، فلا يجوز له تقريع زعماء دول ذات سيادة، أو محاسبتهم على أفعالهم، ولكن الخيال يسمح بما لا يسمح به الواقع. وفي ما يلي النص الكامل للرسالة التخيلية من باراك أوباما إلى القادة العرب، مع برقيات خاصة ملحقة بها لعدد منهم، وهي تخيلية أيضا:
أولا الرسالة الجماعية
السادة الكرام رؤساء وملوك وأمراء الدول العربية
تحية طيبة، وكل عام وأنتم بخير بمناسبة عيد الأضحى المبارك أهم مناسبة دينية لدى المسلمين
تلقيت ببالغ الشكر رسائل تهنئة من عدد منكم بمناسبة انتخابي رئيسا للولايات المتحدة، و أعتذر لكم على عدم توجيه ردود رسمية إليكم وذلك لما يلي:
أولا: إني لم أبدأ عملي فعليا، ولم أنتقل بعد إلى البيت الأبيض وسيظل الرئيس بوش يمارس صلاحياته حتى العشرين من يناير المقبل. وأنا حريص كل الحرص على الإلتزام بالعرف والدستور في بلادي اللذان لا يسمحان بوجود أكثر من رئيس للبلاد في وقت واحد. وسوف أمارس صلاحياتي كاملة، بعد انصراف الرئيس بوش، وبعد أدائي القسم الدستوري وفقا للأعراف الأميركية، وحينئذ يمكن تبادل البرقيات المناسباتية معكم، وهي العادة التي قيل لي أنكم تعشقونها، ويعشقها إعلامكم الرسمي إلى حد الوله، وقد اضطر لتخصيص أحد المتدربين في البيت الأبيض كي يتابع هذه الهواية معكم نيابة عني.
ثانيا: بما أن الولايات المتحدة غنية بتنوع أبنائها من ذوي الخبرات المختلفة، فقد تولى أحد الأميركيين من أصل عربي كتابة هذا الرد المشترك والبرقيات الملحقة به ردا على برقياتكم لي التي أقدر لكم تخصيص جزء من وقتكم الثمين لتوجيهها لي وأشكركم سلفا على انتزاع جزء من الوقت المخصص لقمع شعوبكم لقراءة هذا الرد الإفتراضي.
أعزائي القادة العرب:
أرجو المعذرة لأني لا استطيع أن أخاطبكم بكلمة ” أصدقائي” رغم أنه يهمني ويشرفني صداقة بلدانكم، ولكن بكل صراحة تهمني أولا صداقة شعوبكم، وكسب ود الغالبية العظمى من أمتكم، ولا أريد ان ألزم نفسي بصداقة 22 شخصا، وخسران الحب العميق الذي اظهره لي 300 مليون عربي، وأكثر من مليار مسلم، وامتنانهم لشعبي على انتخابي وفقا لما ظهر في العديد من الكتابات المترجمة من الصحافة العربية، والإسلامية. وأنا إذ أعبر لكم عن شكري من الأعماق على إشادتكم بحقيقة الحرية والديمقراطية في الولايات المتحدة الأميركية، وتوق الشعب الأميركي إلى تحقيق حلم التغيير، أحب أن أؤكد لكم أن شعوب الأرض قاطبة تواقة للتغيير، وليس الشعب الأميركي فقط ، وربما أن شعوبكم العربية في هذه الآونة هي أكثر شعوب العالم حاجة للتغير، وأنتم بلا شك تدركون الأمر وتسعون حثيثا بسياساتكم لتحقيقه بطريقة أو بأخرى.
أعزائي الرؤساء العرب
أود أن أعطيكم نبذة عن خلفيتي، ربما ينسى أو يتجاهل مساعدوكم إبلاغكم بها، رغم أهميتها، وهي أني متخصص في القانون الدستوري، وأحمل شهادة دكتوراة في هذا المجال، ومارست تدريس القانون في الجامعة. هذا الأمر قد لا يهمكم مباشرة، ولكن خلفيتي القانونية، قد تجعلني أغير نهج بلادي في التعامل مع المحاكم الدولية، وإذا ما وقعت الولايات المتحدة على معاهدة إنشاء محكمة جرائم الحرب الدولية، فإننا سوف نستعيض عن الوسائل العسكرية بالوسائل القانونية لمطاردة مرتكبي جرائم الإبادة الجماعية ضد شعوبهم. وقد تطال عصا القانون الدولي العديد من القادة الذين سنراهم يقفون في قفص دولي واحد إلى جانب السيد عمر البشير رئيس السودان عندما يتم تفعيل مذكرة اعتقاله. كما أن هذه المحاكم قد يتم تطويرها بدعم شخصي مني لمحاكمة الفاسدين وقراصنة الأموال في بلدانهم، وتجار المخدرات ومهربي الأسلحة من مسؤولي الدول أينما وجدوا، ومن صالحكم أن تستفيدوا من هذا التنبيه المبكر من أجل وقف مثل هذه الممارسات إن كانت موجودة في بلدانكم.
ورغم خلفيتي القانونية وشغفي بالشرعية، إلا أن وقتي المزدحم لم يسمح لي بقراءة دساتير بلدانكم. ومع ذلك فأنا أعلم أن دساتير بعض الجمهوريات العربية تحدد فترة الرئاسة بفترتين، ولكن الرؤساء المعنيين يعدلون هذه الدساتير كلما حان موعد خروجهم من الحكم، ويلجؤون لتصفير العداد وكأن شعوبهم لم تنجب غيرهم. وأنا هنا لا أريد ان أتدخل في شأن داخلي من شؤون بلدانكم، ولكن بما أني لما أباشر عملي بعد رئيسا للولايات المتحدة فسوف أتحدث معكم كخبير قانوني يحب الخير لشعوبكم ولكل شعوب الأرض. وأعتقد أن وجودكم في الحكم في بلدانكم لسنين طويلة لم يحقق الاستقرار بل أنتج النزاعات الداخلية والصراعات الأهلية الممتدة من جنوب اليمن إلى شمال الجزائر، مرورا بصعدة وغزة ودارفور، وغيرها من بؤر النزاعات والمذابح. ويبدو أن تغيير الدستور يتم بمنتهى السهولة في بلدان مثل اليمن والجزائر، ولهذا فأنا شخصيا لا أجد غرابة، أن يعاني بلد غني مثل الجزائر من عدم استقرار مستمر، منذ عام 1962 وأن يعاني بلد يتمتع بموقع جغرافي استراتيجي مثل اليمن بمشكلات داخلية مستمرة منذ العام نفسه.
لقد عاصر معظمكم ستة رؤساء أميركيين هم جيمي كاتر، ورونالد ريغان، وبوش الأب، وبيل كلينتون، وجورج بوش، وباراك أوباما، بل إن أحدكم عاصر أيضا ريتشارد نيكسون وجيرالد فورد، ومازال يقود بلاده من فشل إلى فشل حتى اليوم، ولا استبعد أن يتلقى الرئيس الأميركي المقبل بعد أربع سنوات أو ثمان سنوات برقيات تهنئة منكم تحثونه على التغيير.
إن بقائكم في الزعامة كل هذه السنوات لا يضيرني شخصيا، ولا يهم شعبي، سواء تماشى ذلك مع دساتير بلدانكم أم تناقض معها، وسواء جاء بعدكم أنجالكم أم جاء آخرون من عامة الناس. ولكن الذي يهمني ويهم شعبي هو المصلحة الأميركية العليا. وبإلقاء نظرة سريعة على معسكر غوانتانامو الذي أسعى لإغلاقه يؤسفني أن معظم ضيوفه هم من أبناء بلدانكم الذين قاتل معظمهم مع تنظيم القاعدة الإرهابي في افغانستان، وشارك بعضهم بدور خطير في التخطيط لاعتداءات الحادي عشر من سبتمبر ضد بلادنا، ومن حقنا أن نتساءل لماذا جاء كل هذا الخطر من البلدان العربية؟ وهل هناك آخرون من أمثال رمزي بن الشيبة وعبدالرحيم الناشري وأبو زبيدة، من يتربص بنا وبمواطنينا؟ ألا يجب علينا أن نحمي أنفسنا من أمثال هؤلاء؟ أليس من حقنا أن نتساءل عما إذا كان وجودكم الطويل في السلطة يجعلكم تتحمولون جزءا من مسؤولية ما يجري، حيث أننا نحصد نتائج أعمالكم؟ أليس من حقنا أن نتساءل عن تبعات تحضيركم لأبنائكم لاعتلاء السلطة التي اغتصبها أباؤهم بطرق مختلفة، ألن يؤدي ذلك إلى فقدان الأمل في التغيير السلمي لدى قطاع واسع من شعوبكم، وقد يدفع الأميركيون من دمائهم وأرواحهم ثمنا باهظا لوصول أنجالكم للسطة في ظل معارضة شعبية. وقد تتحول المنطقة إلى بحيرة من عدم الاستقرار بما يشكل تهديدا واضحا لأمننا أيضا. ولو كانت أسلوبكم في الحكم صالحا ورشيدا لأحبكم أفراد شعوبكم ولقبلت هذه الشعوب أنجالكم من بعدكم، ولكن الرفض القائم لأنجالكم، ولمشاريعكم العائلية هو في الأساس رفض لاستمراركم في الحكم من داخل قبوركم.
السادة القادة
لقد قرأت تاريخ بلدانكم القديم والمعاصر، واستمتعت بالتعرف على عظمة شعوبكم، وحضارتها ويهمنا كسب صداقة هذه الشعوب، وقد نختلف مع الحكومات ولكن صداقتنا مع الشعوب يجب أن تكون أبدية. فقد اختلفنا مع الزعيم العربي الراحل جمال عبدالناصر، ولكننا مع ذلك نكن له كل احترام لأنه كان نظيفا خاليا من الفساد، ساعيا لخدمة الفقراء من أبناء وطنه، وربما لو انه كان يتصف بشئ من الأنانية لأعد أحد أنجاله لخلافته، ولقوبل بالترحيب من العريش حتى حلايب، وربما أيضا من بغداد إلى الرباط بعكس ما هو الحال معكم. وقبل بزوغ ناصر في الخمسينات كانت الطموحات السياسية للزعيم الديني الراحل حسن البنا مؤسس حركة الإخوان المسلمين قد أزعجتنا، ولكننا ندرك أيضا بأنه نفسه سقط ضحية للإرهاب، وأن أتباعه أقدر من غيرهم على مكافحة الإرهاب، وإجتثاثه من جذوره. وخارج العالم العربي نحن حاليا نختلف مع النظام الإسلامي الإيراني برئاسة أحمدي نجاد، ومن ورائه مرشده علي خامئني، ولكن احترامنا وتقديرنا للشعب الإيراني واعترافنا بعظمة هذه الشعب مازالت قوية حيث نذرك أن أحمدي نجاد سيرحل قريبا، وسيلحق به علي خامئني، ولكن الشعب الإيراني سيظل سيدا على أرضه على مر الزمان.
أعزائي القادة:
رغم أن الولايات المتحدة تواجه أزمة اقتصادية داخلية تاريخية، تتطلب مني تخصيص كل ثانية من وقتي قبل التتويج، لمتابعة ودراسة سبل معالجتها، استعددا لمواجهتها فعليا بعد العشرين من يناير المقبل، إلا أني حرصت أيضا على قراءة أحدث التقارير السرية والعلنية، من بينها تقارير صادرة عن منظمات حقوق إنسان عربية تلخص الوضع في منطقة الشرق الأوسط، استعدادا للتعامل معكم طوال الأربع أو الثمان السنوات المقبلة. وبعد تأمل عميق في واقع الحال في المنطقة تبين لي مايلي:
أولا: هناك ثلاث قوى إقليمية يتحتم علي التعامل معها، بالوسائل التي تحفظ لهذه القوى مصالحها دون أن يؤثر ذلك على المصالح العليا للولايات المتحدة الأميركية. وهذه القوى هي إيران وإسرائيل وتركيا، ولكل دولة من الدول الثلاث مشاريعها الوطنية الخاصة بها التي قد نتفق معها أو نختلف ولكننا سنتعامل معها سلبا أو إيجابيا وفقا لما تفرضه علينا مصالحنا وإمكاناتنا.
ثانيا: هناك مشاريع عائلية تسود في معظم الدول الأعضاء في الجامعة العربية ، إما بشكل جلي كما هو الحال في دول مجلس التعاون الخليجي، وإما تحت غطاء جمهوري كما هو الحال في مصر وسوريا واليمن وليبيا، ولكن من الصعب علي كرئيس شرعي منتخب من شعب دولة ديمقراطية عظمى أن أتعامل مع هذه المشاريع العائلية الصغيرة، وليس أمامي أي مفر من التعامل مع شعوبكم العظيمة مباشرة.
وكما تعرفون أيها الأعزاء فإن العراق كان لديه مشروعه العائلي الخاص به في عهد الرئيس السابق صدام حسين، ولكن الشعب العراقي كان محظوظا لأنه تخلص من كابوسه بمساندة الولايات المتحدة، وهو الأمر الذي لن يتكرر تحت رئاستي في أي بلد آخر، لأنكم ايها القادة نجحتم جزئيا في دعم عوامل زعزعة استقرار العراق بسبب خوفكم من انتقال عدوى التجربة الديمقراطية التي بدأها العراقيون إليكم بشكل قد يهدد مشاريعكم العائلية.
وبينما أنا هنا أطمئنكم بأن التدخل العسكري الأميركي في العراق الذي عارضته شخصيا منذ وقت مبكر لن يتكرر تحت أي مبرر، لأن دماء الأميركيين ليست رخيصة، يتوجب علي في الوقت ذاته التأكيد لكم بأننا لن نسمح باستمرار الملهاة في العراق، ولن نقبل بعرقلة الانتخابات المحلية المقرر إجراؤها الشهر المقبل. ولابد من تحذيركم أيضا بأن الولايات المتحدة أثناء رئاستي لن تقف ضد مصالح شعوبكم في تحقيق طموحها المشروع في التغيير والرفاه، وبالتالي فإنها لن توفر لمشاريعكم العائلية أي نوع من الحماية التي أسبغناها عليكم طوال أكثر من نصف قرن، وحصدنا ثمنا لها عدوانا إرهابيا فضيعا في الحادي عشر من سبتمبر2001 لم تتعرض له الولايات المتحدة لمثله أبدا منذ تأسيسها. ومثلما قررنا عدم إرسال جندي أميركي واحد للإطاحة بأي زعيم عربي واحد فإننا لن نرسل جنديا أميركيا واحدا لحماية أي زعيم عربي لا يريده شعبه في السلطة.
أعزائي القادة العرب
لقد اوضح لكم سلفي الرئيس بوش في أكثر من خطاب أن مصالح أميركا في القرن الماضي استدعت مساعدة الحكام العرب لتحقيق الاستقرار في أوطانهم، وكان ذلك للأسف على حساب مبادئ الديمقراطية والحرية وحقوق الإنسان، ولكن مستوى القمع والإفقار واللامبالاة، وصل إلى حد كبير في أوطانكم وإلى درجة أصبحت فيها أراضيكم مرتعا للفشل، ومنبعا لتصدير الإرهابيين بشكل يمثل خطرا على أمن شعبنا وشعوب العالم قاطبة. كما أن فساد حكوماتكم أدى إلى تفاقم مشكلة الإرهاب، وأصبحت المصلحة العليا لشعبنا مرتبطة ارتباطا وثيقا بالعمل على ازدهار شعوبكم، ومساعدتها في التخلص من الفساد والقمع والفقر والبطالة. هذه المشكلات خرجت عن نطاق السيطرة وتحولت إلى هجمات ملغومة بالحقد والإرهاب والمتفجرات ضد مواطنينا وسفاراتنا ومصالحنا، بسبب انطباع خاطئ تروجون له في إعلامكم الحكومي بأننا ندعم قمعكم وإرهابكم وسوء إدارتكم لمصالح شعوبكم وهو ما ليس لنا أي علاقة به. هذا الدعم المتفترض لكم ولسياساتكم يتحتم علينا من الآن فصاعدا أن نبرئ أنفسنا منه أمام شعوبكم، ولهذا أحب أن أؤكد لشعوبكم العظيمة أن الولايات المتحدة تحت رئاستي لن تدعم سوى مبادئ وقيم العدالة والحرية والتعددية التي انتخبني شعبي على أساسها. وعندما أقول إننا لن نحاول فرض قيمنا ومبادئنا عليكم، أو على شعوبكم، فنحن في الوقت نفسه لن نتردد في تأييد شعوبكم بكل الوسائل الممكنة، لتحقيق القيم والمبادئ التي تؤمن بها هذه الشعوب. ونحن إذ ندرك ان التغيير للأفضل لا يمكن فرضه من الخارج، فإننا ندرك أيضا أن شعوبكم العظيمة قادرة على فرض التغيير المطلوب بالطريقة التي تراها مناسبة، وسندعمها سلميا لأن فقر هذه والشعوب ومعاناتها، فيه ضرر كبير على أمن الولايات المتحدة، وأدى لنقل خطر الإرهاب إلينا، في حين أن إزدهار هذه الشعوب ورخائها يزيح خطر الإرهاب عن أميركا وأوروبا، وربما عن العالم أجمع.
أعزائي القادة
إن ما يجري في بلدانكم يهمنا جدا ليس بسبب الدافع الإنساني فقط الذي تفرضه علينا القيم الإنسانية، ولكن أيضا بسبب انتقال خطر الإرهاب إلينا وخشيتنا من تفاقم دور بلدانكم وتحولها إلى ساحة واسعة لتدريب وتفريخ الإرهابيين. وبوسعكم حل جزء كبير من هذه المشكلة وإيقاف هذا الخطر الذي يؤثر عليكم وعلينا على حد سواء، عن طريق إدراك مشكلات بلدانكم، والعمل على حلها بأساليب سلمية قانونية، والتوقف عن الاستتهتار بشعوبكم العظيمة، والتوقف عن ممارسة السياسات التي تؤدي إلى تفاقم المشكلات.
وبحكم اهتمامنا بما يجري في بلدانكم فإننا نرغب في مساعدتكم على حل المشكلات الرئيسية التي تعصف بالاستقرار وتؤدي إلى تحويل هذه البلدان إلى منصة لإطلاق الإرهاب وتصدير الإجرام، وهذه الحلول أنتم تدركونها أكثر من غيركم وتتمثل فيما يلي:
1- التوقف عن ممارسة الفساد والعبث بمقدرات الشعوب لأن الفساد سبب رئيسي من أسباب الإرهاب.
2- تحضير بلدانكم لتبادل سلمي حقيقي للسلطة، والتوقف عن تحضيرها لأنجالكم الذين لن يرثوا في واقع الأمر سوى الأزمات والمشكلات.
3- انهاء المركزية الشديدة في الحكم التي خلقت تذمرا كبيرا في كثير من مناطق بلدانكم، ولن ندعوكم إلى الاستفادة من تجربة الفدرالية الأميركية فهي تجربة خاصة بنا ولكننا ندعوكم للتأمل في تجربة دولة الإمارات العربية المتحدة في اعتماد نظام فدرالي، وهو نظام كفيل بإنهاء الحركات الإنفصالية، وحل المشكلات الناجمة عن غياب السلطة أو تركيزها في العواصم المستبدة.
4- التوقف عن انتهاك حقوق الإنسان في المعتقلات، والتوقف عن اختطاف الناشطين والصحفيين، والإفراج عن كافة السجناء السياسيين والحقوقيين وتقديم الاعتذار لهم، مثلما فعل الملك المغربي الشاب محمد السادس.
5- التوقف عن الإساءة للمهاجرين واستعبادهم تحت ستار نظام الكفيل السائد في دول الخليج الفارسي الذي قذ نظطر لمواجهته علنا في السنوات المقبلة إن لم تتنبه هذه الدول إلى حقيقة أننا أصبحنا في القرن الحادي والعشرين، وقد يصحو العالم فجأة على بشاعة هذه الممارسات، ومن الأفضل لدول الخليج الفارسي أن تتدارك هذه المشكلة، قبل أن يتلقى شيوخها وأمرائها مذكرات اعتقال من لاهاي شبيهة بما سيتلقاه الرئيس السوداني عمر البشير في القريب العاجل.
6- التوقف عن الهيمنة على الإعلام والتحريض على الإرهاب في القنوات الحكومية، والصحف الرسمية.
7- احترام حقوق الأقليات والقبول بالتعددية. ونحن هنا لا ندعو للإقتداء بنظام التعددية السائد في الولايات المتحدة، ولكن ندعو القادة العرب إلى الإقتداء بالتعددية التي كانت سائدة في عهد النبي محمد الذي كان بلال الاثيوبي، وسلمان الفارسي، وصهيب الرومي من أهم مستشاريه، ومن أعضاء الدائرة المؤثرة في صنع القرارات إلى جانبه بغض النظر عن خلفياتهم العرقية.
8- العمل على تحسين الإدارة والخدمات والتعليم والصحة في بلدانكم، لأن انشغالكم بتأسيس جيوش لحراسة قصوركم أفقدكم الاهتمام بحاجات مواطنيكم ولم يعد أمام أي شاب عربي صاعد سوى خيارات ثلاثة، إما الانخراط في صفوف الجماعات الإرهابية، أو الهجرة شمالا إلى دول الغرب في قوارب الموت أو الأنخراط في جماعات وعصابات الحكم الفاسدة إذا سمحت له الظروف بذلك، ونحن في النهاية نشارك في دفع الثمن بصورة أو بأخرى ولا ذنب لنا فيما يحدث.
وارجو أيها القادة ألا تتوقعو مني أن انتقد سياسات سلفي الرئيس بوش تجاه بعض بلدانكم التي تم تخفيض حجم المساعدات لها، فليس من عادة أي رئيس أميركي أن ينتقد سياسات سلفه بعد انتهاء الحملة الانتخابية فقد عودتنا القيم الأميركية على احترام بعضنا، كما أني أعتقد بالفعل أن الرئيس بوش كان لديه تفسيرات واقعية لتقليل حجم المساعدات الأميركية لبعض الحكومات العربية، وسوف يستمر التقليص في عهدي، وذلك بسبب تفشي الفساد لديكم بشكل خطير، وعدم تعامل حكوماتكم بشفافية مع المنظمات الدولية، علاوة على عدم جدية سلطات بلدانكم في مكافحة الإرهاب وتقديم الإرهابيين للعدالة. وسيكون من مسؤولية حكومتي محاربة الفساد إلى جانب محاربة الإرهاب لأن الفساد والإرهاب وجهان لعملة واحدة وكلاهما يؤديان لتدمير القيم والإنسانية والإخلال بمقدرات الشعوب. ولولا وجود الفساد والاستبداد لما وجد الإرهاب أصلا.
ومن الواجب علي تذكيركم أن نظام بلادنا يحتم علينا معرفة كيفية انفاق المساعدات التي نقدمها للخارج، وقد سبق لنا أن قدمنا لكم أجهزة ومعدات لمكافحة الإرهاب فاستخدمتها الجهات الأمنية في بلدانكم لمكافحة الصحفيين وناشطي حقوق الإنسان، والزج بهم في السجون. ونحن لا نستطيع أن نقدم مساعدات نقدية لأننا نخشى أن تسخدم في تشجيع الإرهاب والفساد بدلا من مكافحته.
ومن جانب آخر فإن معظمكم أيها القادة زار البيت الأبيض ورأيتم بأنفسكم أن الرئيس الأميركي يعيش حياة متواضعة إن لم نقل متقشفة، في حين أنكم سواء كانت بلدانكم فقيرة أم غنية تعيشون في قصور غاية في الفخامة تمتد أطرافها في أجزاء كبيرة من عواصم بلدانكم. ومثلما أن لديكم قصور للسكن فإن لديكم أيضا قصور في النظر إذا أنكم تنفقون من أموال بلادكم كما تشاؤون ، أما نحن فإن الكونغرس يتحكم في كل دولار ولا نستطيع أن ننفق إلا ما يراه الكونغرس مناسبا.
برقيات خاصة لرؤساء وملوك ذوي أهمية خاصة:
عزيزي الرئيس حسني مبارك.
ربما أنك الرئيس المصري الوحيد الذي اتيحت له فرصة نادرة لتحضير بلادك من أجل ا لتبادل السلمي للسلطة، ولكن بدلا من ذلك غلبت عليك الأنانية وتريد تحضيرها لنجلك من بعدك على كرسي من نار. لقد ألقيت بأيمن نور في السجن ليس لأنه يهدد حكمك ولكن من باب الانتقام الشخصي البغيض، وشردت سعد الدين إبراهيم في المنافي لأنه تجرأ على انتقاد الممارسات البغيضة. وأرجو أيها السيد الرئيس ألا تتوقع مني أن استمر في دعم سلطة المنوفية من أموال دافعي الضريبة الأميركيين، ولن أقبل في استخدام هذه المساعدات لقمع شعبك وتكبيل حرياته.
وأرجو أيها السيد الرئيس أن تشاهد على موقع يوتيوب ما فعله عمال المحلة بصورتك الضخمة التي أسقطها شباب متحمس بدون معونة الدبابات الأميركية. وأتمنى أن تدرك أن التغيير القادم لن يأتي على يد تنظيمات الإخوان المسلمين ولا من جماعات الجهاد بل ربما سيأتيك من شباب الانترنت الذي أوصلوا باراك أوباما للرئاسة في أميركا، وأصبح نظرائهم في مصر قادرين على تنظيم المظاهرات عن طريق الفيس بوك، والماسنجر، وكل وسائل التواصل التي تعرف بعضها سيادتك وتجهل أكثرها. فتأمل معي جيدا، في هذا التغيير الذي يصعب وقف عجلته. وبحكم ما قدمته لبلدك من قبل فإن الفرصة مازالت أمامك متاحة أن تكون أنت المحرك الرئيسي للتغيير الإيجابي بدلا من عرقلة التغيير بما قد يدفع الناجحين في إحداثه إلى فتح ملفات كبيرة مليئة بالفساد والقمع والبلطجة، ومليئة بأسماء عدد كبير من المصريين والعرب الذين اختفوا من وجه البيسطة ومن وسط القاهرة، في عهد الرئيس حسني مبارك. ووقفوفك إلى جانب التغيير قد يعفيك ويعفي نجلك من تحمل تبعات فتح مثل هذه الملفات العويصة.
عزيزي الرئيس بشار الأسد:
إنني أدرك أن لاذنب لك في فيما اختاره لك والدك من دور لم تكن أصلا تفكر فيه لولا وفاة شقيقك الراحل باسل الذي كان يعد لخلافة والدكم. ولكن ليس لي طلب منك في هده الآونة سوى أن تستمع لنصائح السيدة بثينة شعبان لأنها أكثر إدراكا للمتغيرات الدولية من نصائح كبار أفراد الطائفة العلوية في سوريا، وأن تفتح المجال للشعب السوري أن يتصفح الانترنت بحرية كاملة لأن تباهي السوريين بخبرة رئيسهم في الكمبيوتر والانترنت لا يتماشى مع حرمان غالبية السوريين من استخدامه بحرية. وأحب أن اشير في هذا السياق إلى أن الولايات المتحدة ربما تكون قادرة في المستقبل المنظور على توفير خدمة الانترنت المجانية للشعوب العربية عبر الأقمار الصناعية، وسندرس إمكانية البث المجاني للخدمة عبر الفضاء بعيدا عن هيمنة الحكومات العربية، وعندها لن تستطيع الانظمة القمعية من كبح عواصف الحرية القادمة من الفضاء.
عزيزي صاحب الجلالة الملك عبدالله بن عبدالعزيز
يسرني أن أبلغكم أني سأدعم مبادرتكم للسلام في المنطقة، وقد أتمكن من تبنيها رسميا كوسيلة للتفاوض بينكم وبين إسرائيل. ولكن حل مشكلتكم مع إسرائيل لن يكون السبيل الوحيد لإبعاد الخطر الإيراني، وتحقيق استقرار المنطقة، فهناك قضايا تخصكم في الداخل يتحتم عليكم مواجهتها، إذ أن تبنيكم لحوار الأديان في الخارج لن يعفيكم عن إطلاق متروك الفالح وغيره من المعتقلين في الداخل، ولا عن احترام حقوق الأقليات والمرأة والمهاجرين. وقد كان عزلكم لأمير سعودي مناوئ لحقوق الطائفة الإسماعيلية في نجران رسالة قوية مشجعة فهمناها جيدا، ولكن يتحتم عليكم أيضا إقناع شقيقكم نائف بأن محاربة الإرهاب لا تعني انتهاك حقوق الأفراد. وعليكم اقناعه بأننا قد نختلف في الآراء مع الدعاة المتشددين من الشيعة والسنة، ولكننا لا نؤيد انتهاك انسانيتهم، ولا نؤيد إلقاء ناشطي حقوق الإنسان في السجون بدون محاكمة، فالعدل أساس الملك، ولهذا فمن الصعب على العالم أن يتعامل مع نائف ملكا أو حتى وليا للعهد إن لم يتحر العدل في عمله كوزير للداخلية. وإذا كان لي من مطلب خاص منكم في هذه الآونة فأرجو منكم قراءة مقال كتبه رجل الدين السعودي عائض القرني عن تصوره لمصير باراك أوباما لو أن والده حسين قرر الهجرة إلى القصيم بدلا من هاواي. كما أتمنى أن تدركوا أن هناك من السعوديين في المنطقة الشرقية من ينقلون نساءهم الحوامل وقت المخاض إلى الرياض ليلدن في مستشفيات الرياض بدلا من القطيف كي لا يتعرض أبناؤهم للتمييز رغم أنهم سعوديون. هؤلاء الآباء يسعون أن يحصل أبناؤهم على شهادات ميلاد من الرياض كي يتمكنوا من الإلتحاق بالجيش والأمن أو السلك المدني السعودي. وهذا الأمر ينطبق أحيانا على أتباع المذهب الشافعي في مكة والمدينة الذين يعانون من التمييز ضدهم من أبناء المذهب الحنبلي في حين أن أتباع المذهبين يتعايشان بكل حب في أميركا وأوروبا، ولا يسأل أحدهما الآخر عن مذهبه أو قبيلته.
عزيزي المارشال علي عبدالله صالح رئيس الجمهورية اليمنية
لقد ترددت في البداية في مخاطبتكم بهذا اللقب لأني لم أكن أعلم أن هناك في هذا العالم من مايزال يحمل رتبة مارشال – أو مشير كما تسمونه بالعربية- إلى أن وصلت برقيتكم وأرفقها المساعدون لي بنبذه مختصرة عن شخصكم الكريم، ووجدت أنكم تحملون فعلا هذا اللقب. لقد كنت أظن قبل ذلك أن المشير عيدي آمين هو آخر مارشالات العالم النامي، ولكن نائبي جو بايدين الخبير في الشؤون الخارجية أكد لي ان هناك عددا آخر من المارشالات في بلدان الشرق الأوسط، من بينهم من لم يخض أي حرب للدفاع عن شعبه ووطنه، بل خاض معضمهم حروبا داخلية ضد شعوبهم، وفي أراضي بلدانهم، وهذا الأمر أدهشني بالفعل.
عزيزي المارشال
إننا نتابع بعناية ما يجري في بلادكم، ونعرف جيدا أنكم خضتم خمس حروب ضد جزء من أبناء شعبكم أصبحوا حاليا يتمتعون بما يشبه استقلال ذاتي فرضوه عليكم بالقوة في الجزء الشمالي الغربي من اليمن. ونعرف جيدا أن محافظات بأكملها في جنوب بلادكم لجأت إلى القوة لطرد ممثلي لجانكم الانتخابية لأنهم حسب قولهم يرفضون إجراء انتخابات مزيفة سلفا لا تعبر عن ديمقراطية حقيقية. ونعرف أيضا أن تنظيم القاعدة ينشط في بلادكم وينظم صفوفه، وكان آخر أعماله الإرهابية مهاجمة سفارة بلادنا في عاصمتكم، وسقط جراء ذلك 12 من مواطنيكم الأبرياء، بينهم عدد من حراس السفارة الشجعان. ونعرف أيضا أنكم تسعون لإجراء انتخابات تقول عنها أحزاب المعارضة الرئيسية إنها انتخابات صورية، لإعادة انتاج ما هو قائم منذ ثلاثين عاما، ولا مجال للتغيير السلمي.
ونعرف أيضا أن الفوضى وعدم الاستقرار سائد في كثير من مناطق بلادكم بسبب عدم وجود نظام حكم محلي حقيقي يتيح للمواطنين انتخاب ممثليهم وتدبير شؤونهم بأنفسهم. ونحن نخشى حاليا أن يتحول التذمر في المناطق المتضررة من السياسات الخاطئة إلى أحداث عنف قد لا تؤدي فقط إلى منع إجراء انتخابات، بل ربما تضع المجتمع الدولي أمام خيارات صعبة قد تجبره على قبول تقسيم البلاد والاعتراف بنشوء دولة أو دول جديدة في المنطقة لديها الاستعداد لمكافحة قراصنة البر والبحر، ومهربي الأسلحة، وداعمي الإرهاب والفساد، والقبض على الإرهابيين وتسليمهم للعدالة الدولية، وضمان رخاء المواطنين والحفاظ على ممتلكاتهم في أراضيهم بما يضمن حمايتهم من الوقوع تحت سيطرة الأيديولوجيات المدمرة.
السيد المارشال
أخيرا لا يسعني إلا أن أوجه لكم نصيحة خاصة، وهي عدم رفض تطبيق الحكم المحلي المنصوص عليه في برنامجكم الانتخابي، أو تطبيقه بأسلوب يفرغه من مضمونه مثلما جرى خلال عملية انتخاب المحافظين الأخيرة، لأن التحايل على المضامين الجميلة، وإفراغها من أهميتها، والتمسك بالمركزية البغيضة سيؤدي إلى نشوء محافظات مستقلة جديدة في حين أن الحكم المحلي الحقيقي كان كفيلا بإعفائكم من خوض حروب أدت إلى نتائج كارثية تحت شعار ” الموت لأمريكا الموت لإسرائيل” وأنتم تعرفون ونحن نعرف أن لا دخل لأميركا ولا لإسرائيل في كل ما يجري. ولن نتدخل في شأنكم الداخلي لأن شعبكم كفيل بمواجهة مشكلاته بنفسه، أما نحن فلدينا من المشكلات ما يكفينا، ولن نضيف إليها في هذه الآونة، مشكلة جديدة اسمها اليمن، ولكننا لن نقبل عرضكم الذي وصلنا عن طريق باحث أميركا باعتماد نظام الرهائن الذي كان سائدا في بلادكم في العهد الإمامي، فنحن نعتز بأننا الأمة التي تولت حماية أقارب أسامة بن لادن في اليوم التالي لهجمات الحادي عشر من سبتمبر، وأعدناهم إلى بلادهم بسلام لأن لاذنب لهم فيما فعل قريبهم، فكيف تريد منا أيها المارشال أن نساعدك على شرعنة نظام الرهائن القائم في بلادك؟ وكيف تجروء على طلب تبني نظام كان من أسباب اندلاع ثورة الشعب اليمني عام 1962، واعترف الرئيس جون كيندي بشرعية ا لثورة لنفس السبب. ونصيحتي الأخيرة لك هي ان استمرارك في حكم اليمنيين يتطلب منك تركهم يديرون شؤونهم بأنفسهم،وينتخبون ممثليهم بحرية، ولا تتوقع منا أن نحميك من شعبك.
الرئيس أحمدي نجاد
إنني أعرف أنك لست عضوا في الجامعة العربية، ولا تحب أن تقرأ اللغة العربية، ولكن بلادك جزء من الشرق الأوسط، وبإمكاني إرسال هذه البرقية السريعة ليقرأها أنصارك في العالم العربي، وألفت انتباهك وانتباههم إلى أنه لا يجب عليك أن تنتظر مني الجلوس معك للتحاور، ليس تراجعا مني عما تعهدت به أثناء الحملة الانتخابية، ولكن لأسباب أخرى من بينها ما يلي:
1- لدي قناعة راسخة بأنك مجرد موظف لدى المرشد الديني ولا تملك اتخاذ أي قرار استراتيجي يهم إيران، وإذا كان هناك من حوار فيجب أن يتم مع صاحب القرار الفعلي.
2- لدي قناعة راسخة أن الشعب الإيراني لن يعيد انتخابك وسوف تخسر منصبك في القريب العاجل لأنك فشلت في تحقيق وعودك الانتخابية، وتفاقمت المساوئ في عهدك، وازدادت الأحوال المعيشية للإيرانيين صعوبة تحت رئاستك، ولهذا لا يجوز التحاور مع شخص مفلس لم يعد لديه ما يقدمه لشعبه العظيم.
3- الحوار المطلوب مع إيران، يحتاج إلى إعداد وترتيب قد يستغرق وقتا طويلا ويجب أن ننتظر إلى ما بعد الانتخابات الإيرانية، ولكن على القيادة الحقيقية في إيران التي تستمد نفوذها من الغيبيات وليس من الشعب أن تدرك أن إيران لا يمكن أن تجمع بين السلاح النووي وبقاء النظام، وعلى المرشد أن يختار بين امتلاك السلاح النووي أوبقاء النظام، وإلا فقد الاثنين معا. ونحن لا نهدد بغزو إيران ولكن لدينا وسائلنا لدعم الشعب الإيراني في التخلص من الحكم الكهنوتي الاستبدادي وتحقيق التغيير المرجو.
ولكل هذه الأسباب وغيرها فإن على القيادة الإيرانية أن تدرك أن باراك أوباما قد يكون رجل حوار ولكنه لن يفرط بالمصالح العليا لبلاده، ولن يسمح بامتلاك نظام متهور لسلاح دمار شامل.
السيد العقيد معمر القذافي ليبيا
أود إبلاغك بأن الرئيس الأميركي رونالد ريغان لم يترك السلطة فقط بل أيضا أصبح متوفي، ولذلك فمن غير المجدي الاستمرار في مهاجمته وكأنه سيعود لمهاجمة ليبيا غدا، كما أرجو التوقف عن ترديد العبارات غير اللائقة بقائد ثورة يربض على ثروة، فالعبارات التي ترددونها لا يقولها إلا أمثال أيمن الظواهري الذي تسري العنصرية في بدنه مثلما يسري فيروس الإيدز في دماء المرضى به. وليس لدي من نصيحة أقولها لك سوى “قل خيرا أو اصمت”
خاتمة شعرية
أخيرا شكرا للشاعر أحمد مطر الذي خاطبكم بقصيدة طويلة نيابة عني من ضمن أبياتها ما يلي:
