The citizens killed range from age 18 months old to 70 years. For example, #36 this poor dude, Wadhah Husseen Ali, was shot in the head by security forces at a checkpoint a week after this photo was taken. They sought him out among the crowd. The opposition leadership vacuum in Yemen is not for lack of courage.

Introduction:This is the second report of its kind, which we issued on extra-Legal killing and political assassination by the Yemeni occupation forces against the southern civilians and activists. The first report covered the period from July 7, 1994 until February 9, 2009. It documented 215 murders and assassinations of political cases; including 13 children, 10 women, and 3 elderly. This report covers the period from February 9, 2009 to February 9, 2010. The report publication coincides with the celebration of Memorial Day on February 11.

The period, Feb. 9, 2009 to Feb. 9, 2010, under review in this report witnessed an escalation in quantitative and qualitative killings. At the quantitative level, the northern forces committed 147 murder and assassination cases against the southerners. The silence of the international community encouraged Sanaa’s regime to commit more crimes during the third year of the Southerners’ peaceful movement. This was an obvious profanation for the lives of innocent civilians, especially women and children.

Furthermore, at the qualitative level,the northern troops used military air force for the very first time to kill civilians inside their own homes. This caused a great loss of civilian lives and property, such as the Ammagalah Massacre.

Illegal acts:The extra-Legal killing that the Yemeni occupying forces practice is a flagrant violation of the Human Rights Standards, in particular the right to life. As stated inArticle (3) of the Universal Declaration of Human Rights that “Everyone has the right tolife, liberty and security of person.” As well as Article VI (a) of the InternationalCovenant on Civil and Political Rights that stated “the right to life is inherent in everyhuman being. This right shall be protected by law. No one shall be arbitrarily deprived ofhis life.” And the article (IV) from same covenant provides that no derogation from theright to life, even “in times of public emergency which threatens the life of the nation.”Article (3) of the Fourth Geneva Convention for the Protection of Civilians inTime of War stated that ” the following acts are and shall remain prohibited at any timeand in any place whatsoever with respect to the above-mentioned persons:: 1 (a) violence to life and person, in particular murder of all kinds, mutilation, cruel treatment andtorture.”The U.N. Principles on the Effective Prevention and Investigation prohibits ofExtra-Legal, Arbitrary and Summary Executions, under any circumstances, even duringwartime: “Governments shall prohibit by law all extra-legal, arbitrary and summaryexecutions and shall ensure that any such executions are recognized as offences undertheir criminal laws, and are punishable by appropriate penalties which take into accountthe seriousness of such offences. Exceptional circumstances including a state of war or threat of war, internal political instability or any other public emergency may not beinvoked as a justification of such executions.”Sanaa’s military tribal regime claims that they are dealing with the southerners inthe south territory according to the “Convention (IV) Regulations the Laws and Customsof War on Land, signed in 18 October 1907 (The Hague).” Art. 23. In addition to theprohibitions provided by special Conventions, it is especially forbidden: “… (b) To kill orwound treacherously individuals belonging to the hostile nation or army; (c) To kill orwound an enemy who, having laid down his arms, or having no longer means of defence,has surrendered at discretion; (d) To declare that no quarter will be given; (e) To employarms, projectiles, or material calculated to cause unnecessary suffering;…. “. However,this is a refutation of the allegations that all its work in the land of South falls under theframework of military necessity that permitted by the ConventionP.S: We would like to point out that the report may not cover all the number ofmartyrs and the dead, but it reflects the realistic indication of the human rights situationin the south, which is a continuation of the 1994 war.
