SOHR Quarterly Report, Human Rights abuses in South Yemen, fatality list

This is the SOHR quarterly report from June through August 2012. I’m popping out the section on air strikes which notes the hits and misses, and the fatality list which includes all dead including airstrikes (it skips from 81 to 97) and pasting the entire 34 page report below and asking the Southern Observatory on Human Rights to post it to Scribd.

Its substantial documentation (complete with photos) of the ongoing targeting of southerners, innocent people, because of activities related to the Southern Mobility movement. The woman killed on the way to pick up her wedding dress and the guy dragged to death behind a government car are particularly egregious. While physical damage and deaths from the CT air strikes are mixed in, overall the report documents injuries at protests, the targeting of journalists, assassinations and the same type of collective brutality that has been going on since 2007.

With the National Dialog looming, Hadi has to step in with some confidence building measures, or at least denounce the pogrom, or it will demonstrate he either has no control or is in favor of it. The SOHR really needs a website. The following is the English version as received:

Air strikes hit civilian houses :

Also led an air raid carried out on 13 June on the city of Azzan Shabwa province to the destruction of plant structural brick-making, as well as a nearby houses of Razi clinic and a damaged mosques worship. On the other hand led airstrike on June 20 injured motorcade continued to the International Red Cross Organization in Mahvd and caused the death of a member of the Group, Mr. Hussein Saleh Al Yazidi .

Quarterly report for the Southern Observatory for Human
Rights (SOHR) for June, July and August 2012 about the
human rights situation in southern Yemen.

The Southern Observatory for Human Rights (SOHR) issues its quarterly report for the period
of August, July and June 2012. The report indicates grave violations committed by the
Yemeni police forces against the citizens of Southern Yemen, stressing that such violations
inherently contradict domestic and international law which does not absolve the perpetrators
of the legal accountability whether domestic or international; especially that such violations
are marked with the cruel and violent nature of excessive force.

This is what the Southern
Observatory touched while assessing the nature of these violations and documenting the
results, which asserts that committing such gross violations of death and injury, detention and
denial of collective freedom of expression are planned and set as a practical method to
suppress popular protests condemning the policies of the Yemeni regime towards the South
and its people. A proof of the methodology of those crimes is that murder is directed against
particular people who are citizens of the South and activists of its peaceful mobilization, and
the place is precisely the arenas of peaceful sit-ins in the south, and the perpetrators of such
crimes are the forces of the Yemeni Authority, who are not subject to any prosecution for
their crimes that, compared to the victims of the dead, the wounded and the detainees were
deprived of their right to prosecute their opponents. All these indicators deny what the
Yemeni authorities reiterate that such violations are only individual incidents, but they prove
that the crimes of the regime forces are carried out according to the plan prepared in advance
premeditatedly.
The Southern Observatory for Human Rights (SOHR) denounces the systematic and
organized policy to suppress peaceful events and condemns the firing of live bullets on
popular marches, in order to kill and injure those who participate in them. It also recalls that
the Southern people’s life is priceless, though such crimes will remain under consideration
before international courts no matter how long it takes. It also calls on the Yemeni authorities
to stop its troops from committing such violations, and even urges the authorities to arrest the
perpetrators and not allow for impunity, as a retribution for them and to deter those tempted to
persist in committing crimes against humanity against the people of the south.
The Southern Observatory warns of the danger of escalation, which is embarked upon by the
Yemeni regime forces in targeting the leaders of the Southern Movement and some southern
political and military figures by killing, wounding and arresting them; since it constitutes a
serious violation of the right to life and freedom to express their views. It sees the kidnapping
of a leading figure in the southern movement- Ambassador Ahmed Abdullah Al-Hosni as a
vivid example of what the authorities holds towards the leaders of the Southern Movement
and its population, and therefore a crime does not affect the person, but it also affects every
citizen in the south who is craving for freedom and independence. (See the complaint filed by

As part of its duties, the Southern Observatory for Human Rights (SOHR) managed during
the specified period for its quarterly report, to monitor and document a hundred and nine
(109) cases of extrajudicial killings, including forty seven (47) cases in the bombing in the
funeral of the city of Jaar, and one hundred and eighty four (184) cases of varying degrees of
injury including forty eight (48) cases in the bombing in the funeral of the city of Jaar and
eighty-two (82) cases of abduction and arbitrary detention, all of which reveal the hysteric
situation of the police as a result of the glow of the Southern Movement and the support of the
citizens of the South to its demands. These crimes are evidence of the frustrated spirit of the
Yemeni authorities, who could not express their condition except by committing more
shameful crimes, not caring for the souls and blood and suffering of the citizens, those crimes
that will remain a witness to the degree of atrociousness and horrendousness of the manner in
which the Yemeni regime deals with the children of the south.
While the Southern Observatory appreciates the embarkation of the delegation of the United
Nations’ High Commissioner for Human Rights to the province of Aden, as well as Amnesty
International’s delegation and team MSF and other international humanitarian organizations,
which is a message confirming that the rights of the southern citizen became under the
international microscope; the Southern Observatory calls UNHCR remade to open an office
also in the province of Aden, to be able to control closely to the grave violations committed
against people of the south, and invites them to include the human rights situation in southern
Yemen in the report of its mission which is to be submitted to the session of the United
Nations Council for Human Rights scheduled for the current September, and to consider that
the Yemeni government has not yet fulfilled its promise in the implementation of the
Council’s decision to form a committee to investigate cases of human rights violations, a
situation in which we call for the referral of that task to an independent international
commission .
Storming and seizing the Martyrs’ Square in Mansoura:
In violation of the right to expression that is granted internationally, and in a serious
escalating gesture, police forces on Friday, June 15, reinforced with military armored
mechanisms proceeded to break into Martyrs’ Square in the Directorate of Mansoura,
governorate of Aden, a square where citizens demonstrate to express their peaceful protests,
in a horrible manner of military confrontation, to kill all of those who face it, turning it into a
battlefield against the isolated and peaceful youth, turning them then to human targets to their
snipers who transgressed in killing and injuring them.
Over the course of thirty-two days and in a barbaric manner, the square and the surrounding
neighborhoods were invaded, and during that, there was destruction and looting of all the
contents of the square, burning down the media center including all the machines and
equipment it contained, and the burning of a photography gallery of the martyrs of the south,
desecration of the neighboring mosque and breaking its windows and decorations, as well as
the positioning on its Minarah, and the theft of adjacent hotels and shops. The human losses
of that aggressive campaign had resulted in thirteen casualties between citizens, all by live
ammunition, some of them women and children, and thirty two wounded with varying
injuries. In its hysterics, those forces made an example using the corpse of the political
activist Mahmoud Mohamed Al-Zaeim, after he has been wound and run over with an
armored car while he was still alive and then filtered and dragged his body, and mutilated
him. They also did not hesitate to use explosives that made very loud sounds for the purpose
of terrorizing citizens and spreading terror and panic in their ranks, all of that has paralyzed
public life including the closing down of shops and government institutions, turning the
region into a danger to lives of the citizens .
Having realized their involvement in the face of the steadfastness and consistency of the
area’s youth, and the support of the citizens of the Mansoura Directorate to the said youth, as
well as the consolation and support of the masses of the south in all provinces in addition to

the pressure inflicted by the civil society organizations on them, those forces were forced to
withdraw from the scene on July 17 after the men of virtue; the scientists and the leaders of
the region initiated the setting points of an agreement for the withdrawal, which was accepted
by those forces as a way out of their predicament. (See statement by the Observatory
thereon).
In the interpretation of these attacks, the youth of the square have made it clear in a statement,
that the goal of the raid by the regime forces on Martyrs’ Square is “the elimination of the
revolution of the great people of the South”, especially as it proceeded to take down the flag
of the south and then burning and tearing pictures of the martyrs of the South and stomping on
them, and carrying out the killing and wounding of the revolutionary activists and the use of
snipers to target them.
On its part, the Southern Observatory for Human Rights will continue watching over the
authorities’ commitment to the implementation of the agreement on the basis of the
withdrawal of its troops; particularly item VI of the judge to disclose those responsible for
crimes of murder, looting of property and bringing them to fair trial, and will continue to
pursue the seriousness of the authorities towards that obligation, particularly in the
prosecution of all crimes of murder and wounding, abduction and torture of the youth of the
square and other citizens and those who tampered with the square and burning its centers and
looting its property and the property of the hotels and shops adjacent to it, stressing that
without the implementation of these commitments, the lack of confidence and uncertainty will
prevail over any relations to come, and the situation will remain the same as it is; in constant
tension. However, more than a month and a half have passed since the lack of commitment by
the authorities to bring the perpetrators of those crimes to trial, despite the prior knowledge of
their names, is an indicator that reveals the true intentions of those authorities in abandoning
their obligations and deliberately neglecting the rights of the victims and those affected, it’s
an indication of the intention of those forces to commit more crimes and violations against the
citizens of the Directorate of Mansoura and other southern districts, which is what the
Southern Observatory warns about.
Shooting marches and targeting activists of the Southern Movement:
As a violation of the right to life, the Yemeni authority forces have committed crimes of
unspeakable cruelty, including extrajudicial killings by firing live ammunition on peaceful
marches, as well as targeting activists of the Southern Movement by killing them, adding to
the use of snipers targeting citizens, during which dozens were wounded or killed. This is
what happened against a vigil organized by the people of the city Say’oun in the Hadramout
province on August 12, among other marches that came out on Monday, 23 July in the
directorates of Mansoura and Al Mualla, Crater, Dar Saad and Tawahi of Aden to protest the
continuous power outages, particularly with the beginning of Ramadan, the day has been
named “electricity revolution”; the fact that the citizens of the province of Aden considered
the continuous power outages for long hours under the hot, unbearable temperatures is
punishment practiced by Yemeni authorities against them. All those protests were faced by
Authority forces opening fire to disperse them. Prior to that, there were ten youths wounded in
the Directorate Sah in Hadramout on Monday, July 2, by police forces’ shots because of
organizing a protest in front of Total Oil Company in the Directorate. Also, two activists were
shot the same day by snipers from Yemeni forces during their participation in a peaceful
march in the city of Mansoura.
In a shameful incident, regime forces proceeded on June 22 to shoot the mourners in the
funeral of the deceased young Ahmad Jamal Hydrah in the Directorate of Mansoura, shooting
fire on those who participated in the funeral service, killing two and wounding six. Also the
ambulances were not spared from the Authority forces’ bullets, as on June 18, an ambulance
that had come to save the wounded was targeted and sniped by the soldiers of the government
in the city of Mansoura.

When the mourners were conducting the funeral service of the deceased Hisham Bashraheel
on June 17, the troops fired shots in the air to terrify them; the family of the deceased tied
those actions “to the deep hatred on this important media symbol”. On June 12, protesters
were targeted in the area Dys al-Mukalla, where one of the protesters was injured.
In another crime committed by regime forces, they raided block 37 of the city of Mansoura
on the dawn of Wednesday, July 11, heading towards the home of the political activist Sharaf
Mahfouz Sharaf, one of the leaders of the 16th of February revolution under the pretension of
his arrest, but the forces lured him out to shoot him directly, he dropped dead in front of his
mother and siblings. The forces did not leave it at that, but they even shot one of the medics
who tried to save him, wounding him, named Mohammed Jamal and arrested his partner
Mohammed Hezam. This crime had been committed amid the distraught residents of the
neighborhood’s shock and their condemnation of the crime, which they described as “similar
to what was perpetrated by Israeli forces against the Palestinians.” There was an atmosphere
of panic and fear among the inhabitants of the neighborhood. (See the statement by the

At the same time, another division of the regime forces headed to raid Block 25 in Mansoura
and attacked a group of citizens from Saleh Salem’s family while they were sitting in front of
their home due to power outages, the intervention of the family’s women to curb the abuse led
the authority forces to shoot over in their direction resulting in the injury of Fatema Saleh
Salem and wounding her brother’s daughter, Asmaa Mohamed Saleh, as well as her brother
Adnan Saleh Salem who tried to help them.
On June 3rd, shots were fired on a peaceful march organized in the Foqm coastal area, east of
the city of Al Bareeqa. Also, on the same day shots were fired at demonstrators in the

- With no regard for the sanctity of hospitals or the peacefulness needed by the sick and
wounded, the authority forces embarked on the Naqib Hospital on Sunday July 8, and
raided the hospital in the Directorate of Mansoura, in an arrogant and provocative
manner, firing a barrage of fire on the sides, intimidating the patients, doctors and
nurses. Then they proceeded to take the names of the doctors and nurses, accusing
them of tending to people who were injured by the authority forces during their
participation in the marches of “Earth Day” on July 7, and they tried to arrest a number
of those wounded if it weren’t for citizens who stood up to them and stopped them.
- In a similar case, the authority forces proceeded, on June 18, to break into the
International Organization hospital, “Doctors Without Borders”, to arrest the wounded
Abdel-Halim Mohamed Shuaibi, causing international organization to protest against
this inhuman action, and suspending their work for three days. “Amnesty
International” also denounced the actions of the authority forces from arresting the

wounded in the hospitals and the attacks on medical personnel and the shooting at
ambulances as they tried to aid the injured.
- The family of the southern detainee, Mohammed Abd Rabbo Mahmach Saidi, 18-
years old, explained that their son who’s detained by the Central Security Forces was
subjected to torture since he was transferred on June 2 to Mansoura prison without any
committed offense except going out in a peaceful march, appealing to humanitarian
organizations to pressure the Sanaa regime to release him immediately.
- In a breach to the humanitarian laws and customs, the family of the kidnapped
Bassem Mohamed Ahmed Mohsen, on 3 June, was informed of the presence of a
secret detention facility located within Camp armored Brigade 31, in the Bir Ahmed
region to the north-west of the Directorate of the Sha’ab city, where they hid inside
those who were kidnapped, including their son, Bassem Muhammad. The existence of
such a detention facility is considered an infringement on human rights and a violation
of international laws which do not permit the use of detention centers outside judicial
authority. The detection of the presence of such a detention center proves that the

recognized by the southerners as “Earth Day”. The Southerners decided to hold their
activities in the peaceful central province of Aden, this is why the regime forces tried

aggregated the forces that did not rest till they responded to these events with
repression, torture and the use of force and violence, as well as confronting
participants with live bullets. The forces resorted to firing on a central march that
started from the Directorate of Sheikh Othman toward Mansoura, during which four
people dropped dead and nine wounded, in addition to dozens of cases of suffocation
and fainting because of the burning tear gas for the eyes and chests. Moreover, the
march which was organized in Freedom Square in the Directorate of Khor mekassar
wasn’t any safer, since two citizens were injured, and twenty-five participants were
arrested, including Dr. Saleh Yahia Said, Deputy Chairman of the Supreme Council of
the Southern Movement, who was also beaten along with his colleagues and subjected
to degrading treatment.
- In the province of Hadramout, citizens in Mukalla, Say’oun, Ad-Dys, Al-Sharg,
Bowaish, Rokab and Tarim started civil disobedience, during which movement on the
streets was paralyzed and shops were closed, as well as government departments.
Also, the inhabitants organized peaceful marches that were faced with Authority
forces shooting live ammunition, while informants in civilian clothes working as
vendors in the city took part. This resulted in killing a citizen during the march that
came out of Say’oun city and wounding four others, including a woman, and another

citizen was also injured in the march from the city of Mukalla by the forces’ bullets
and a number of activists in the area of Bowaish were arrested.
Terrorizing citizens by shooting on their neighborhoods:
Southern provinces witness a terrible state of security looseness, punctuated by explosions
and security incidents, mostly anonymous, as well as random shooting day and night, whether
by men of the regime forces or those released during marriage ceremonies as a result of the

On August 11, a military force occupied the Bouza unit in the Directorate of Mualla, shooting
fire at the residents’ houses, then a random raid in many of which are terrifying and brutal,
and the arrest of dozens of the neighborhood’s youth without specific charges. Residents say
while raiding their homes, regime soldiers looted what was less in weight and more in price
such as gold, jewelry, cash, in addition to what they caused panic and terror among children,
women and the elderly.
On the same level, wife of late “Mabrouk Al-Qurashi” has informed her tragic case of the
regime soldiers throwing two bombs at her house, the first went inside and the second to the
roof, the first resulting in her injury and her her son Hussein Mabrouk Qurashi aged 17 years
and his brother Abdullah Mabrouk who is 22 years old and a girl named Eshhar aged ten
years, adding that because of the lack of ambulance her son Hussein died, as well as the forces
proceeding to arrest her son Abdullah from the hospital.
Gunfire in the districts of Aden governorate is heard quite often, such as what happened on
Friday, July 6, in the city of Crater, where heavy gunfire was heard in the Queen Arwa Street.

On Friday June 1, forces raided the district Najwa Mekkawy and the residential unit in

number of residential neighborhoods in Mansoura, as well as Remy neighborhood in Sheikh
Othman amidst heavy gunfire on neighborhoods, which intimidated children, women and
